Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Sole source: TA Instruments, 109 Lukens Drive, New Castle, Delaware 19720-2795, CAGE: 0MJS5. Sole Source Justification: The Q100 DSC Testing System manufactured by TA Instruments is an extremely critical and unique piece of thermal analysis testing equipment that will be directly involved in production certification of composite materials, direct support for the advanced composites program office, and other critical projects involving thermal characterization of materials. The Laboratory currently has a TA Instruments Q600 SDT analyzer which is used to determine thermo gravimetric data of materials. The Q600 SDT analyzer utilizes a proprietary hardware controller and software which analyzes raw data in a proprietary file format. The Q100 DSC also manufactured by TA Instruments, utilizes the same hardware controller and analysis software which is a mandatory requirement of the laboratory to ensure data gathering accuracy and data analysis. It is therefore critical to procure the TA Instruments Q100 DSC Testing System in order to meet the requirements. No other supplier is known that can interface with the existing Q600 hardware controller and data analysis software needed to meet the requirements stated above. Anticipated award date: 08 FEB 2006. Electronic procedures will be used to solicit this acquisition.
