- This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation N61339-05-T-0054 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 05-6. This solicitation shall be set aside for small businesses. The NAICS Code for this solicitation is 611699 with a size standard of $6M. This solicitation sets forth the requirements for providing commercial parachute training in basic Static Line (S/L) and Free Fall (FF) for Navy personnel. NAVAIR Orlando, Training Systems Division will seek alternative training sources, training support and training management for responsive, quality training to DOD personnel in the San Diego/Coronado, CA area. This alternative source will include qualified vendors/personnel, capable of providing the required instruction for Navy training courses under the coordination of NAVAIR Orlando / COMNAVSPECWARCOM. The product to be purchased under this contract is a proficiently trained student. Training facilities are to be within 50 miles of 2000 Trident way in Coronado, CA. Government Furnished Courses (GFC) may be tailored by the Vendor to accommodate its instructional methods and strategies to provide the most efficient training program that minimizes involvement of Navy personnel. The training provided by the vendor will encompass the course scope and learning objectives of the Navy courses (STATIC LINE Parachute A-431-0135 and FREE FALL A-431-0136). The government reserves the right to make award without discussions, but also reserves the right to hold discussions, if deemed necessary. Award will be made in the form of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quality (IDIQ) Contract with one base year and four 1-year options. The anticipated award date is O/A 9 Dec 2005.
