- Notice of intent to negotiate on a sole source basis with Science and Technology Research, Inc., Douglassville, PA in support of Engineering and Management Analysis for the NAVAIR METCAL Program. The tasking includes the continuing development test, hardware enhancements for the Team Work Plan Automation Module (TWPAM) development of management business processes for a Notional PST Organization, assessment of Navy Primary Measurement Systems traceability, and engineering analysis of METCAL training impacts based on the Revolution in Training initiated by the Naval Education and Training Command. The requirement is a sole source action to be awarded as a new contract to Science and Technology Research, Inc. A Cost Plus Fixed Fee type contract is anticipated. Period of performance will be for one year with four one-year option renewals. It is anticipated that the solicitation will be available 27 January 2006 on the Navy Electronic Commerce Online (NECO) web link www.neco.gov. Justification and authority is 10 U.S.C. 2304(c)(1). Science and Technology Research, Inc., is the only firm with contractor personnel that currently possesses the required expertise, knowledge and skills to perform the entire effort ensuring continuous support efficiently and effectively in fulfilling the NAVAIR METCAL program.
