Description

This is a Sole Source Procurement: The contractor possesses unique knowledge and over 40 years experiences at all levels needed to provide the following types of services and work products to the Planning and Science Support Division Manager: It is the intent of the BLM to award a sole source purchase order using Simplifield Acquisition Procedures for the services of a Environmental Specialist. Interested parties can submit inquires to the Contracting Officer. Statement of Work (SOW) 1. Provide senior leadership and specialize expertise to assist the NEPA Policy Team in the completion of the BLM's NEPA handbook (H-1790-1). 2. Provide specialize expertise to assisting the BLM in finalizing its 516 DM manual, Chapter11 and Subpart 11.9 - Categorical Exclusion. 3. Assist the Planning and Science Support Division in resolving protest to the BLM's planning and NEPA documents. 4. Provide orientation and training to new Division member in land use planning, NEPA and protest. 5. Provide needed assistance to the State and Field Offices in the areas of planning, NEPA and protest resolution.
