Description
The Department of Veterans Affairs, National Acquisition Center is conducting market research to determine if there are adequate small business manufacturers capable of providing manual rehab wheel chairs to VA Medical Centers nation wide. This is not a request for interested parties to be placed on a solicitation mailing list. This announcement is for informational purposes only and must NOT BE CONSTRUED AS A REQUEST FOR PROPOSALS (RFP), OR AN ANNOUNCEMENT OF A SOLICITATION. The product must meet the following minimum specifications: 1. Seat Sizes: 16x16, 16x18, 18x16, 18 x18, 20x16, 20 x18. 2. Seat extensions are not acceptable; 3. Weight of chair: 34 pounds (+/- ? pound) or less as measured by standard specification (18 X 16 samples) configuration of chair w/o front rigging; 4. Weight capacity: minimum 250 lbs; 5. Arm rests: Durable height adjustable flip-back desk length; 6. Front rigging: Removable with a 70 degree hanger angle, plus/minus 2 degrees; 7. Legrest extension tubes: Legrest extension tubes extends to allow shortest configuration to 15" or shorter and the longest configuration reaches 17" or longer (measured from top of seat upholstery at front of seat to top of rear aspect of footplate); 8. Flip up foot plates: Standard depth (6 inches front to back), plus/minus 1/2 inch; 9. Hand Rims: Smooth aluminum or other metal or alloy; 10. Wheel Type: 24" composite (mag) wheels with standard size quick release axles; 11. Wheel Locks: Push to lock; 12. Standard Tire: Pneumatic 24" x 1 3/8" standard tread; 13. Material for seat and back: Breathable fabric (backrest with adjustable tension (as described below in backrest style); 14. Backrest Style: Adjustable tension back support must have at least (4) 1-2" wide straps with a Velcro or equivalent closure (Style: Tee Shirt Slip On Back Upholstery); 15. Back height: Standard at 18" measured from seat to top of back upholstery. Adjustable down to 15" and up to 19", plus/minus 1/2 inch; 16. Back canes: 8 degree bend; 17. Axles: Adjustable relative to the seat in multiple positions in the vertical and horizontal planes. In the horizontal plane: 3 inches ( +/- 0.25") forward excursion from the anterior aspect of the rear frame to center of axle. See "Required options" section for amputee axle position. In the vertical plane: 4 inches +/- 0.25 "with no less than 5 settings at one inch increments. See front and rear seat to floor height specifications; 18. Casters: 6 inch (+/- .25") solid casters; 19. Front seat height: Standard at 18" measured from floor to top of seat at front of upholstery. Must be adjustable down to 16" and up to 19" (+/-.25") in at least 1" increments; 20. Rear seat to floor height: Standard at 17" measured from floor to top of seat at rear of upholstery. Must be adjustable up to 19" and down to 15" (+/- .25") in at least 1" increments; 21. Positioning Belt: Auto-style buckle; 22. Anti-tip Devices: Adjustable in length to accommodate the adjustable rear seat to floor heights; 23. Push handles: Integrated on back canes; 24. Heel loops: Removable; 25. Adjustable caster housing: Must allow for perpendicular orientation of caster housing for all rear wheel position options; 26. Wheel chair compliance: RESNA/ANSI Wheelchair Standards. The NAICS code for this procurement is 339113, size standard is 500 employees.
