THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR NEWS CLIPPING SERVICE. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to ANSWER QUESTIONS SUBMITTED. 1. Please confirm that it is your understanding that all full text news clips must also come with copyright permission from their sources (news papers, journals, tv stations, etc.) for redistribution. Answer. - Yes. The provider would be responsible for getting reproduction agreements from the original news sources. 2. Do you have a detailed media list of news sources you currently want this service to cover, or do you expect the selected vendor to provide a list for your review and approval? If you do have a preferred media list, can you share it as part of this proposal process? Answer. - No The provider would cover all available media in the search for stories related to NASA. However, the are some specific space-related media that we will provide to the vendor for tracking, etc. 3. If there are specific news sources you wish to collect clips from that does not currently provide copyright permission content, do you expect the selected vendor to negotiate permission on behalf of NASA? Answer. Yes, the vendor would be responsible for acquiring redistribution permission. 4. Please define what you specifically mean by master edit/eliminating redundancy: for example, does this mean you want only one copy of an AP story? If so, do you want it from any specific publication (i.e. the Washington Post vs. some other less visible/less impactful media source)? Does this also hold true for more technical stories that will be covered in multiple sources? Answer. Yes, you are correct. We would want to limit reproduction of stories from wire services, etc. However, there is no requirement on which first reference NASA would want to see. 5. Must all news items collected reference NASA in some fashion, or do they just need to be on broad topics listed in the Statement of Work (SOW), i.e, earth sciences, space shuttle, etc.? Answer. - No. There are instances where the story would be relevant to NASA without the agency being specifically named in the report. 6. Should we plan to treat the daily "Washington schedule" as noted in the SOW in the same fashion as the broad topics, where all items for this are sorted and organized together? If not, please define how you would like these items organized in more detail. Answer. - We purposely did not go into specifics how the report should be organized, etc., so we could see if the potential vendor understood the requirement. 7. Regarding the Index for each day's news summary, do you have a preferred format for each, such as Date, Headline, Source, Topic? If so, please provide us with your preferences, or confirm that it will be left up the selected vendor. Answer. - There is no preferred format. 8. Please indicate the annual amount budgeted for this service. Answer. – This is government proprietary data and will not be provided. 9. Do you have a daily news clip collection and distribution system in place? If so, does it cover the same topics listed in the SOW? Approximately how many news items does it contain on a daily basis? Answer. - Yes, NASA currently employs Bulletin News to produce daily clippings and briefings. 10. Web html content A. How much daily if known? Answer. - There is no minimum or maximum requirement. The vendor must provide a summary and briefing of all NASA related news as part of the service. 11. Are all the sources of content identified and would contractor have access to the content sources via an IP connection and open access to "read" the content? Answer. - The vendor is required access content and compile the report. A. Are any of the sources of content protected or not able to be crawled electronically? Answer. - Yes. In fact, no totally electronic driven service has been able to provide an adequate level of service. B. Is any of the content encrypted? Answer. - Not applicable. 12. Web streaming Video content Answer. - Not applicable. A. Source? Answer. - Not applicable. B. Number of simultaneous channels? Answer. - Not applicable. C. How many hours a day? Is it anticipated that this system would running from one central point or would there be distributed collection sites? Answer. - Not applicable. 20. Are there any Government Security Classification required for any of the content or the final reports? Answer. - Not applicable. 21. Is it a services only contract or should both software and hardware be quoted? Answer. - It is a services contract. The due date for receipt of offers is extended to 4:30 p.m. on Wednesday January 18, 2006. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on January 18, 2006. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
