- The Naval Surface Warfare Center - Panama City, Florida intends to solicit Innovative Professional Solutions (IPS), 8317 Front Beach Road, Suite 17D2, Panama City, FL 32407 on a sole-source basis for critical technical support services for the In-Service Mines program. This includes support to obtain a permanent hazard classification for the Mk 32 Mod 1 Explosive Actuator. IPS is the only known source that possesses the following knowledge and experience, all of which are required to support the current requirement: (a) recent and current experience with all issues related to the In-Service Mines program, including mines/aircraft certification expertise, experience and expertise with the installation, implementation and operation of the Mine Allowance Database (MAD), expertise utilizing the Battery Acquisition Transaction System (BATS), knowledge of the Mine Automated Reporting System (MARS); (b) personnel with significant technical experience in every mine system currently in the Fleet; and (c) experience with the SLMM retention planning. Its personnel have cumulative experience supporting In-Service Mine systems that cannot be found elsewhere - well over 100 years of experience. IPS is also coordinating the conduct of the hazard classification testing and has conducted all necessary research and communications required to obtain the permanent hazardous classification and perform all follow up actions. All work will be completed by 30 May 2006. Delivery will be the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. A firm-fixed-price order is anticipated. NAICS Code 541330 applies. Size standard is $23M. PSC is AD90.
