Description
It is the intention of the government to obtain the services required to provide relamping replacement in various locations and other related services as designated in the specifications. Facilities are located at the Norfolk Naval Shipyard, Portsmouth, Virginia and the Naval Little Creek Amphibious Base, Virginia Beach, Virginia and other areas within the Mid-Atlantic region. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to affect maintenance and repair services for Interior and Exterior Lighting. This project is 100% set-aside for small business concerns The work shall be accomplished by means of a combination Firm Fixed Price and Indefinite Quantity type contract. This procurement will be handled under Source Selection Procedures. Offers shall be submitted to perform work for a period of one (1) year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months, with a total duration not to exceed 120 months. The North American Industry Classification System (NAICS) code is 561790 and the size standard is $6 million. The Request for Proposals (RFP) will be posted on the NAVFACENGCOM Electronic Solicitation (E-sol) web site on or about March 29, 2006. The estimated date for receipt of offers is May 2, 2006. All eligible Small Business firms interested in a copy of the RFP may view and/or download the document at the following web site, http://esol.navfac.navy.mil. This RFP will be available in electronic format only. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Third Party ordering of Indefinite Delivery/Indefinite Quantity (IDIQ) Work using DoD EMALL and Government Purchase Cards (GPCs) will be utilized. Refer to SECTION H, SPECIAL CONTRACT REQUIREMENTS, CONTRACTORS SUPPORT OF ELECTRONIC FACILITIES SUPPORT CONTRACTING (e-FSC), and SECTION I, CONTRACT CLAUSES, FAR 52.232-36, PAYMENT BY THIRD PARTY (MAY 1999).
