Description
The U.S. Department of the Interior, National Business Center, Office of the Secretary, is seeking qualified sources to provide the following: The Scope of Work shall consist of a workshop to instruct professional government and non-government participants on economics of natural resources in relation to natural protected areas in Peru. The training will occur in or within a 1-hour drive from Lima, Peru. This training will be completed as a single event workshop to instruct staff from the Government of Peru on economic themes as they relate to natural protected areas. The Contractor shall implement the workshop in or within a 1-hour drive from Lima, Peru that will provide technical training on the economics of natural resources, which includes the analysis of environmental values, micro-economics, and cost-benefit analysis. Topics covered will include: tools to effectively analyze environmental values and apply micro-economics and conduct cost-benefit analyses in the management of protected areas; pitfalls and issues with economics of natural resources; and conducting economic evaluations of protected areas. The training provided will consist of a combination of presentations, exercises, market simulations, analysis of local data, and evaluations of protected areas. Specific economic themes will include analysis of environmental values, micro-economics, economics of natural resources, and cost-benefit analysis. The workshop will also provide training on environmental resource value determination, market and politics in conserving environmental resources, and the environmental economy. The contractor must develop class exercises for this workshop that are specific to Peru and can be applied to natural protected areas in Peru. The contractor must present the workshop in Spanish and provide written materials for the class in Spanish. The contractor must guide participants through an application of benefit-cost analysis for a selected protected area in Peru. This is especially important, since workshop participants will need to take the skills learned in the course and apply them to newly created protected areas within Peru. The contractor must demonstrate at least 3 years of experience working with Latin American governments within the realm of natural resource economics. The contractor must also have a minimum of 3 years of experience working internationally with natural resource government agencies. The contractor must have extensive experience with training in foreign countries on issues of economic values of natural resources and presenting economic data in convincing, comprehensible ways. The contractor must have extensive field experience in Latin America relating to protected areas and forestry issues. No assurances are made that a procurement action will ever evolve from this "Sources Sought". This is NOT A REQUEST FOR QUOTES or proposals. We are only looking for sources at this time.
