Description
This is a SOLICITATION NOTICE for Requests for Quotes (RFQ) for the anticipated acquisition of a Radio Advisory System for Gillham Creek Park to consist of: 1) One fixed location FCC type-accepted for Travelers Information Service/Highway Advisory Radio with NOAA and EAS emergency broadcasted live. The Radio Advisory System shall have a information system that has the ability to be customized for a long sin gle message with a 14-minute recording time and a week of backup for message memory. It should operate on 120 VAC and have a battery back-up system. It will have a minimum 10-watt transmitter synthesized with a frequency range of 530-1710 AM to alert m otorists in a 3-5 mile radius from the Stations center point. The unit should be configured to accept voice programming from a standard POTS telephone line (RJ-11 plug), and should include a digital cellular phone/device capable of interfacing with the u nit via a RJ-11 jack adapter (allowing the unit to be programmed via POTS phone or cellular phone) A masonry block building with a metal gable roof located at/near GPS Coordinates: 34 degrees 42 minutes 4.37 seconds and 92 degrees 15 minutes 25.64 seconds, shall be utilized to house or exterior mount the weatherproof exterior cabinet/enclosure and ante nna. Antenna shall be either roof mounted or mounted along side the building, whichever results in the systems maximum range. The antenna shall have a signal intensity of 2.0MV/m at 1.5 km, power rating of 25 watts. 2) One self-contained portable radio unit no larger than 12 X 18 X 6 with a the capability to operate on automotive 12VDC power, having a range between 200 to 500 feet, and 14 minutes of recording time. The unit should not be required to have a l icense. The unit should be configured to accept voice programming from a standard POTS telephone line (RJ-11 plug), and should include a digital cellular phone/device capable of interfacing with the unit via a RJ-11 jack adapter (allowing the unit to be programmed via POTS phone or cellular phone). The Antenna for this portable radio will be obtained from OTHERS and installed onto vehicles by OTHERS. A site visit can be made and is recommended prior to submitting a bid. Photos of the site and building are attached. All products, labor, materials, engineering etc to make it a functional radio advisory system with maximum coverage and reception are the responsibility of the Awardee. Additionally the vendor shall obtain required FCC License, adjust frequency, and offer onsite training and technical assistance when necessary with continuing assistance by phone or e-mail throughout the life of the products. Work shall be completed within 120 days after award of the contract. Award will be a Firm-Fixed-Price Contract the respoisible bidder whos bid conforms to the solicitation and is most advantageous to the Government based on equally weighted price, past performance and technical evaluation.
