Description
1. BACKGROUND: For this synopsis, the Air Force is researching the availability and feasibility of acquiring the services needed to provide Air Terminal and Ground Handling Services (ATGHS) at Al Udeid Air Base (AUAB), Qatar. Only United States firms may participate as any resulting contract would require a Contract Security Classification Specification, Department of Defense (DOD) Form 254 (ONLY UNITED STATES FIRMS MAY BE GRANTED A FACILITY CLEARANCE). The basic performance requirements are provided in the Description of Services section (Part 2) of this synopsis, and should a future requirement evolve from this requirements planning, it is anticipated that the period of performance will be a base year plus two (2) one-year option periods. See attachment for AUAB FY05 workload data. Approximate value of this effort is $60 million. 2. DESCRIPTION OF SERVICES: The contractor shall provide ATGHS for all US Government owned or operated aircraft and United States sponsored foreign government aircraft to include Coalition Forces Aircraft, on behalf of the Air Mobility Command (AMC) in support of the DOD Airlift System, at AUAB, Qatar. The contractor shall facilitate on-time aircraft departures and maintain the ability to provide sustained ATGHS for a working Maximum on Ground (MOG) capability of eight (8) wide-body aircraft or the equivalent thereof. The contractor shall provide all technical support, personnel, supervision, equipment, tools, materials and other items and services (except those specified within the contract as government-furnished materials, equipment, facilities, services, and training), as required, to perform ATGHS as defined in any resulting statement of work (SOW). Hours of operation for performance of the services required under prospective contract to meet all mission requirements, will include weekends and holidays, 365 days a year, 24 hours a day. The contractor shall also ensure that contractor personnel employed to perform contract requirements meet the following criteria: (a) be a U.S. citizen who possesses a valid U.S. passport, and (b) have a successfully completed National Agency Check (NAC). 3. INFORMATION FOR RESPONDENTS: This synopsis is issued for informational and planning purposes only and shall NOT be construed as a solicitation, or as an obligation on the part of the Air Force to acquire any services. Please note that the Air Force will NOT be responsible for any cost incurred by interested parties in responding to this request for information. The information requested by this synopsis will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. 3.1.
