GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Kabul, Afghanistan. The position provides planning, maintenance support and contract oversight for the counter-narcotics aviation program in Afghanistan and its fleet of DOS/INL aircraft. The end game of the CN aviation program in Afghanistan is the curtailment of the supply of illegal drugs from Afghanistan through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations. PURPOSE: The purpose of this Personal Services Contract (PSC) position is to provide an Aviation Maintenance Advisor for the CN aviation program in Afghanistan. The incumbent serves as in-country aviation maintenance / logistics advisor to assist the Senior Aviation Advisor by providing aviation maintenance oversight for both rotary wing and fixed wing aircraft, including Quality Control, Production Control and ALSE expertise for program implementation, direction and execution oversight in support of counter-narcotics (CN) efforts. The incumbent advises/oversees and to assists in the development, coordination, and implementation of all aspects of aircraft and aircraft related equipment maintenance, Quality Control, Production Control, and logistical support systems, procedures and plans in support of counter-narcotics operations. The Aviation Maintenance Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting Office of Aviation assets. SUPERVISORY CONTROLS: The incumbent reports to and is supervised by the Senior Aviation Advisor, Afghanistan; however, the individual exercises some latitude for independent action and refers unusual or unique actions to the INL Air Wing Chief of Maintenance, Patrick AFB, for his direction/guidance. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK Perform oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. This oversight includes, but is not limited to reviewing contractor maintenance and logistics procedures, and monitoring contractor maintenance and logistics operations. Submits periodic written evaluations of the contractor?s activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to maintenance and logistical support for inclusion in the monthly award fee evaluation. Assists the Senior Aviation Advisor in directing and coordinating both fixed wing and rotary wing maintenance and logistical support within Afghanistan for the purpose of destroying opium poppy crops through aviation support in the eradication effort and providing maintenance, maintenance training and logistical support for the program. Develop, coordinate, organize, and implement comprehensive aircraft maintenance and logistical support systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Maintenance and Logistics Support Plans; Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Afghanistan, and Deployment procedures in support of host nation operations throughout Afghanistan. Oversee the Maintenance Test Pilot Standardization Program in Afghanistan. Provide general direction and guidance to the contractor and host nation aviation maintenance and logistics activities and personnel for the purpose of providing adequate assets in support of destroying opium poppy, and interdicting the flow of the finished narcotic products into the United States. This activity includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, other federal agencies, and host nation agencies for the purpose of providing maintenance and logistical support to the aerial eradication and interdiction operations. Collect, review, and disseminate data on aviation maintenance and logistics management policies/procedures in support of the counter-narcotics mission of the Office of Aviation. 3. MINIMUM REQUIREMENTS In depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. In depth knowledge of Aviation Maintenance and Logistics Support Programs, to include logistics plans, procedures, and related documents. In depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft maintenance and logistical support. Basic knowledge of computer based maintenance and logistical support programs. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance and logistics management. Should have a basic knowledge of command communications, government intelligence procedures, and aircraft maintenance and logistics management procedures. Certification as a FAA Airframe and Power-plant mechanic with experience in rotary wing and fixed wing aircraft is highly desirable. Experience as a military or a commercial rotary wing maintenance test pilot is highly desirable. Ten years experience in aircraft maintenance, of which five were as a supervisor in either civil or military aviation programs, is highly desirable. Experience in turbine powered fixed wing aircraft maintenance is highly desirable. Experience in aircraft maintenance as a quality control supervisor in either a large civil or military aviation program is highly desirable. Knowledge of Aviation Life Support Equipment is desirable. Knowledge of and skill in operation of desktop computer based word related documents. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Possession of a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating is highly desirable. Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and experience as a military/civil aviation safety officer or formal training/education is highly desirable. Basic knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. 4. COMPLEXITY Assignments include analysis of all facets of aviation maintenance and logistics management and involve a fleet of fixed wing and rotary wing aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include general aviation support; forward area aerial re-supply, replenishment, sustainment and host nation aviation training. Incumbent must apply specialized and professional knowledge to oversee maintenance and aviation maintenance training, including Maintenance Test Pilots? evaluations, logistics support for the contractor and host nation maintenance/logistics personnel operating under the Department of State program in Afghanistan and at multiple forward operating locations. The incumbent oversees multi-national/multi-cultural maintenance and logistical support programs, plans/policies/procedures for the Office of Aviation. Incumbent coordinates recommendations from staff officers, and consults with the Chief of Maintenance, Office of Aviation regarding ongoing projects, provides guidance to contractor maintenance and logistics managers, and host nation personnel, and oversees implementation of the maintenance and logistical support program. Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed and rotary wing tactical and transport aircraft that function within an integrated program of diverse counter-narcotics missions. These missions include aerial eradication; aerial interdiction; forward area aerial re-supply, replenishment and sustainment. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation?s aviation safety program that will improve flight safety of aviation operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Afghanistan and therefore pose significant risk to the incumbent while at these sites. Evaluation Criteria Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform oversight and evaluation of contractor maintenance and logistical activities, to include reviewing contractor maintenance and logistical procedures, and monitoring contractor and host nation maintenance and logistical support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide maintenance and logistical support direction and guidance to the contractor for the purpose of supporting the CN effort in Afghanistan. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist the Senior Aviation Advisor). Offeror?s ability to a. Assist the SAA in directing and coordinating aircraft maintenance and logistical support within Afghanistan for the purpose of destroying coca crops and provide maintenance and logistical support to the program. b. Provide instruction, evaluation and guidance regarding maintenance/logistical support for the CN program. Factor 3. (Develop, Coordinate, Organize and Implement Maintenance and Logistical support). Offeror?s ability to: a. Develop comprehensive aircraft maintenance and logistical support systems and procedures. b. Coordinate/Organize aircraft maintenance and logistical support systems and procedures. c. Implement Maintenance, Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4.
