Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is the Request for Proposals. No other solicitation will be issued. The provisions and clauses incorporated into this document are those in effect through Federal Acquisition Circular 2005-08. The Mine Safety and Health Administration (MSHA) has a requirement for an enclosed Gooseneck (2 5/16? ball coupler) trailer. The below specifications are approximations. Please provide a quote for your products that most closely matches the below dimensions. While MSHA would like to have the new trailer match these dimensions as closely as possible, we will not exclude a proposed trailer that does not perfectly match each of them. We particularly do not want a vendor to deviate from standard sizes or specifications so as to unduly raise the price of the proposed. Please include the unit curb weight, hitch weight, and payload capacity of the quoted trailer. Enclosed Gooseneck (2 5/16? ball coupler) Trailer - Specifications (note below dimensions are desired dimensions only. If the offeror has a standard trailer with dimensions that approximate, but do not match exactly, the desired dimensions, please provide a quote based on the offeror?s standard dimensions) Overall Length 34-36 feet Maximum Overall Width 102 inches Interior Length 30 feet Interior Width 96 inches Interior Height (box height) 90 inches Lower Floor Deck Length 26 feet front stoneguard .030 Aluminum exterior ? inch ply floor and 3/8 inch ply interior walls 2 5/16 inch gooseneck ball coupler Dust resistant sidewalls vinyl sidewalls Insulated sidewalls Insulated ceiling Under floor spare tire storage Full upper deck in gooseneck unit. The following are mandatory requirements and must be included in the proposal. Please provide itemized pricing for each of these items that is not standard on the proposed trailer. 2 air conditioning units (15,000 BTU) ? roof mount 2 air conditioning heat strips 5,600 BTU 4 baseboard heaters, 110 or 220 volt ? 1000 watt generator ready package 50 amp\enclosed insulator box No dovetail at end of trailer 8 kw diesel generator with fuel tank in upper deck (in enclosed gooseneck) 36 x 33 inch generator door with slides 25 gal generator fuel tank 50 amp light package 50 amp panel box / 50 amp motor base four (4) 12 volt dome lights with wall switches 12 volt cargo light 2 110 volt wall receptacles 15 amp 4 (four) 4 foot double tube fluorescent lights / diffuser 2 (two) 500 watt quartz lights with wall switch ? recessed on each side (curbside and roadside) near entry doors) Rear ramp door with spring assist and extension panel 48 inch curbside door with R/V style lock 48 inch roadside door with R/V style lock dome light(s) with wall switch Spare tire to match tires provided on trailer Carbon Monoxide sensor 50 amp switch ? over electric landing jacks with battery deck frame crossmembers 12? on center Place of delivery and acceptance and FOB point shall be the National Mine Health and Safety Academy, Beaver, WV. The provisions at FAR 52-212-2 Evaluation ? Commercial Items applies to this solicitation. The specific evaluation factors to be included in paragraph (a) of that provision are: Technical Capability- the capability to meet the agency?s needs Delivery Schedule Price Past Performance Interested parties should forward a proposal addressing the above requirements, all pricing information, and any other relevant information, including product literature, warranty information, the delivery schedule, and other information deemed relevant by the offeror, to the contracting officer no later than 3:00 pm EST Monday, January 23, 2006. Responses may be made electronically to beaty.robert@dol.gov. Any questions relating to this solicitation should be forwarded to the above address no later than 3:00 pm EST Tuesday, January 17, 2006. MSHA will neither reimburse any costs relative to responding to this sources sought notice and solicitation nor be responsible for any costs relating to any oral presentation made by a respondent.
