- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the Optics and Electro-Optics Standards Council, Rochester, NY under the authority of FAR 13.106-1(b) Soliciting From a Single Source, to renew annual membership in the OEOSC Consortium. This is a sole source requirement as the OEOSC acts as the administrator of: the ANSI/OEOSC Technical Advisory Group (TAG) to the Organization for International Standardization (ISO) Technical Committee (TC) 172 ? Optics and Photonics; and, the ANSI Accredited Standards Committee (ASC) OP ? Optics and Electro-Optical Standards; furthermore, OEOSC is the designated source in the Americas for renewing the membership. A fixed price purchase order will be issued on or about Jan. 30, 2006 for a 1 year period with four 1-year option periods. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition.
