- Description
- The Contractor shall provide all necessary management, supervision, personnel, labor, materials, parts, general and specialized equipment, for the maintenance, repair and operation of the petroleum facilities. Operations include the storage and handling, issue (to include aircraft refueling/defueling, operation of base gas station, ground fuel deliveries at Naval Air Facility (NAF) Key West, Florida), quantity/quality assurance, calibration, sampling, inventory management, transfer of product, collection, segregation, and documentation of waste oils and hazardous materials, and associated administrative functions relative to the mission of Naval Air Facility (NAF) Key West, FL.; for the period March 1, 2007 through February 28, 2011, with one four-year option. Contractor responsibilities are to maintain and operate Government owned fuel facilities and equipment at Naval Air Facility (NAF) Key West (Boca Chica Field), FL, hereafter referred to as NAF Key West, and jet and ground fuel support services for Naval Air Facility Key West Trumbo Point Annex and Naval Air Facility Key West Truman Annex hereafter referred to as Trumbo Point and Truman Annex. The NAF Key West fuel facility is a compact system consisting of four aboveground jet fuel tanks of varying size supplied by an underground/water pipeline from Key West Pipeline. Two vaulted 10,000-gallon used oil tanks are also located within the bulk storage area. Contractor will be responsible for the following fuels management functions: Bulk aviation fuel receipt, storage, handling, and issue operations. Fuel services (issue and defuel) of aviation fuels to aircraft, ground support equipment, and facilities using mobile fuel servicing. Fuel services (issue and defuel) of aviation fuel as ships propulsion fuel using mobile fuel servicing equipment at pier facilities. ?Fuel services (issue and defuel) of JP8 as a ground fuel via mobile fuel servicing truck. ?The testing of, collection (defuel) by truck, storage, handling, and disposal of Used Oil (Fuel). ?Product quality surveillance, sampling and testing, and fuel laboratory operations. ?Fuel accounting and administrative functions to include the management of Fuels Automated System (FAS), Fuel Enterprise Server (FES), and other automated accounting/data gathering chip, key, and card systems that may apply to petroleum functions. -All associated inspections, preventive maintenance (PM), and operator maintenance (OM) applicable to the petroleum systems and documentation of all inspections, PM/OM, maintenance, and repair actions. These actions may include the installation, administration, and upkeep of an automated preventive maintenance program and other software as may be specified. This solicitation will be unrestricted, with a cascading small-business set-aside. This means that the solicitation is advertised as unrestricted; however, if offers are received from two or more technically qualified small businesses, then the solicitation will convert to a 100% set-aside for small business.
