Description
The U.S. Broadcasting Board of Governors (BBG) intends to negotiate a non-competitive commercial item contract with Harris Corporation, Broadcast Communications Division, 3200 Wismann Lane, P.O. Box 4290, Quincy, IL 62305 for the fabrication, shipping and installation of a Medium Wave broadcasting system and ancillary equipment for installation at a remote location in Afghanistan. It is expected that a 200kW, containerized system operating at 621kHz will be ordered. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1), ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.? The contract being announced herein is a non-competitive commercial item acquisition of a 200kW containerized medium wave (MW) transmitting system for deployment/installation within Afghanistan. The Contractor shall provide all personnel, design, equipment, materials, supplies, documentation, training, fabrication, assembly, packing for overseas shipment, shipment, installation and all other items necessary to ensure delivery of a highly efficient and highly reliable commercially available solid-state medium wave (MW) transmitting system. The transmitter system will be composed of a 200kW, all solid-state, air-cooled, MW transmitter; a properly sized, suitable, environmentally controlled shelter to house the transmitter and support electronics; audio processing equipment; antenna/tower system specifically designed to reach the target area; transmission lines and accessories; appropriately sized generator system, fuel tanks, and accessories suitable for the environment. On-air is scheduled for approximately September 15, 2006. The Radio TV Afghanistan (RTVA) staff at the Pol-e Charkhi Transmitting Station has been thoroughly trained in the operation of the Harris DX MW transmitters and have successfully operated two (2) each Harris 400DX MW transmitters for over two (2) years. In addition, the RTVA staff has also installed and operated ten (10) Harris FM transmitter systems throughout the country. The RTVA Management has specifically requested that the BBG provide only Harris Corporation transmitter equipment to meet this requirement. It is particularly noteworthy that the urgent establishment of a MW broadcasting capability in the border region between Afghanistan and Pakistan is a top U.S. Government priority. Experience has proven that Harris Corporation is the only known firm capable of meeting this requirement. Interested firms may respond to this Notice by stating their, capabilities and actual proven demonstrated in completing same or similar requirements, pertinent experience, and their ability to operate in Afghanistan with or without U.S. Government support, to meet the BBG's requirement cited in the notice. The BBG's determination not to compete this proposed contract, based upon responses to this Public Notice, is solely within the discretion of the BBG. Interested firms must submit documentation that is sufficient in detail to allow an evaluation without the need for requesting them to provide additional information of their capability and demonstrated experience in meeting this requirement. The BBG must receive all documentation by 2:00 p.m., Eastern Standard Time (EST), January 30, 2006. Any questions regarding this Notice shall be submitted via email or facsimile to Ms. Karen S.
