Description
Army Contracting Agency Information Technology, E-Commerce and Commercial Contracting Center (ITEC4) intends to issue a solicitation in approximately 15 days. The requirement is for Systems Integration Facility (SIF) for Project Manager Logistics In formation Systems (PM LIS). The mission of the Integration Facility is to provide the Project Office with a full suite of functional and technical capabilities necessary to execute the following actions in support of PM LIS managed product lines: Equip ment receipt, equipment shipping, equipment storage, hardware testing, integration, configuration control, diagnostic testing, maintenance, repair and component replacement of computer hardware and peripherals, software loading, functional testing, system/ component accountability, packing and shipping, media reproduction and distribution. The support contract shall provide the appropriate level of qualified and trained personnel in order to meet mission requirements and work load assigned to the Integratio n. a. Services Required. PM LIS requires the following support services to fulfill the mission to field and support Logistics Information Systems throughout the United States Army. The services required and supported organization and systems are listed bel ow: Supported Organization and Systems PM LIS GCSS-Army ERPLegacy Supply and Maintenance systemsPM LIS systemsAutomated Identification Technology (AIT) SystemsMovement Tracking System (MTS)Other systems support as directed by PEO EIS and PM LIS Equipment recei pt Equipment shipping and storage System hardware testing, integration, and configuration control support. Diagnostic testing, maintenance, repair and component replacement of computer hardware and associated peripherals. Software loading Functional testin g System/component accountability Packing and shipping Media reproduction and distribution. b. Supported Systems. PM LIS systems for which Contractor will provide support include but are not limited to: - Global Combat Support Systems-Army (GCSS-Army) Family of Systems - Integrated Logistics Analysis Program (ILAP) - Movement Tracking Systems (MTS) - Standard Army Ammunition System-Modernization (SAAS-MOD) - Standard Army Maintenance System Level-Installation Table of Distribution and Allowances (SAMS-I TDA) - Standard Army Maintenance System Level-1 Rehost (SAMS-1 Rehost) - Standard Army Maintenance System-Enhanced (SAMS-E) - Standard Army Retail Level System-1 (SARSS-1) - Standard Army Retail Level System-2AD (SARSS-2AD) - Standard Army Retail Level System-2AC/2B (SARSS-2AC/2B) - Standard Army Retail Level System-Gateway (SARSS-GW) - Standard Army Retail Level System-Radio Frequency Identification (SARSS-RFID) - Unit Level Logistics System-Air (ULLS-A)and ULLS-A SCP 06 - Unit Level Logistics System-Ground (ULLS-G) - Unit Level Logistics System-S4 (ULLS-S4) - Property Book Unit Supply-Enhanced (PBUSE) - Joint Computer-Aided Logistics System (JCALS) - Tactical Logistics Data Digitization (TLDD) - Financial Management Tactical Platform (FMTP) - Product Life Cycle Management Plus (PLM+) c. Equipment and Hardware. LIS configurations are normally composed of major component items such as a Personal Computer (PC), Monitor, Keyboard, Printer, Global Positioning System (GPS) device, consumables (i.e. paper, printer ribbons, etc.) and other a ssociated peripheral equipment (i.e. transit cases, mounting brackets, racks, AIT items, etc.). The exact hardware system to be integrated varies by system configuration. For our purpose, an integrated system is defined as a server, workstation, laptop, Movement Tracking System (MTS)or AIT system onto which an operating system and application software system is loaded. MTS systems will usually consist of a GPS device and c ontrolling and mounting hardware. An AIT system will usually consist of multiple items such as barcode hand scanners, printers, RF transceivers, etc. P eripheral devices such as high-speed printers, low speed printers, hubs, routers, etc. are components of the integrated system configurations and shall not count in the number of systems to be integrated. Contractor may also be required to store and ship non-integrated systems. d. Software. PM LIS software configurations are normally composed of two major component items the executive software (Operating System (OS) Database/File Management software, Communication Software), and the system Application Software (GCSS-A modules an d Legacy Systems: SPR, SARSS, SAMS-R, etc.). The Government will provide the configuration setting(s) for all COTS either in writing or as part of the Government provided load instructions. The Government will provide all application software with proper load instructions. e. Place of Prformance. All work shall be completed at Government Furnished Facility located at 800 Lee Avenue, Fort Lee, VA 23801-1718. This announcement was previously issued under the number W91QUZ-06-R-XXXX. Questions will not be accepted concerning this solicitation. This solicitation will be a 100% small business set-aside; the associated NAICS code is 541513. The contract will be a warded for a base period and with four (4) twelve-month option periods. A site visit is planned; more information will be provided when the solicitation is released. NOTE: This work is currently being performed by L-3 GSI under the Government Services A dministration Millenia LITE contract, contract number: GS07T00BGD0023.
