- This modification updates Attachment 1 - CLIN Structure. The following change has been made to the attachment: CLIN 0004 has been revised to 1 (one) copy of Microsoft Visual Studio Pro version 2005 *********************************************************************** This modification updates Attachment 1 - CLIN Structure. The following corrections have been made to the attachment: CLIN 0001AF - Quantity is 2 (two) each. CLIN 0003AA - Quantity is 1 (one) each. CLIN 0006AA - Correct part number should be VCQFX4500-PCIE-PB. ************************************************************************ The Air Force has received changed requirements for the subject purchase and has decided to cancel this solicitation in its entirety. At the same time, the Air Force is re-issuing the updated requirements under the original solicitation number, FA8626-06-R-2100, JUCAS US/UK Coalition Warfare System Demonstration (CWSD) Material Buy. Updated Requirements: FA8626-06-R-2100 _ Request for SIMAF Software & Hardware This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is FA8626-06-R-2100. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2001-25 effective 04 Nov 2004 and Class Deviation 2004-o0001 and DFARS Current to Change Notice 20041122. The solicitation incorporates by reference the following clauses: FAR 52.204-7, 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, DFARS 252.211_7003, and DFARS 252.204-7004 Alternate A. NAICS Code: 423430, (Computer peripherals and software wholesaler) Basis for Award: This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFQ based on an integrated assessment of each quotation. Selection will be based on consideration of: (1) the technical capability of the items offered to meet the Government requirement; (2) past performance; and (3) price. Unit Identification and Valuation: The OSD requirement for UID and Valuation of all items delivered with a value of more than $5,000 requires the clause DFARs 252.211-7003, Item Identification and Valuation to be included in this solicitation and any resulting contract award. One contract is anticipated to be awarded and partial bids will not be accepted. Please see Attachment 1 for the anticipated contract CLIN structure to be proposed. NOTE: Attachment 1 contains specific brand name products. The software and hardware being procured under this solicitation need to be compliant with existing J-UCAS and SIMAF hardware and databases; therefore, the specific brand names listed in the solicitation must be procured. For complete rationale, please see Attachment 2, Brand Name Justification. Please note if manufacturer requires a license agreement to be signed by government, the terms and conditions of that agreement are required to be in compliance with all Federal Laws, Statutes, and the Federal Acquisition Regulation. Therefore, please provide all terms of the license agreement and submit with your quote. These licenses may be transferred to the United Kingdom Ministry of Defense at a later date, therefore please provide any additional terms and conditions needed for international licenses. Delivery schedule desired for software is 30 days ARO. Exceptions to this delivery date must be clearly identified in the proposal. Offerors must quote on all items or none.
