- NASA/GSFC has a requirement for the following: QTY 3 ea. - ABI-PCI Multi-function 1553 interface, PCI bus QTY 2 ea. - ABI-PMC Mult-function 1533 interface, PMC module. NASA/GSFC intends to purchase the items from SBS Technologies in accordance with the requirement of FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. These cards are for new copies of existing system. These cards are the only cards that will work with software that has already been custom-developed, using the SBS ABI software library. The current software will not work with other cards, because they use a different software library. The card would have to be rewritten if another vendor was chosen. Changing to a different card would expose the project to risk of new undocumented behavior, with consequential project delay and cost. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. e.s.t on the date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
