- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Navy has a requirement for various improvements to the Tactical Acoustic Processing System (TAPS) software. These improvements include modifying existing software modules and incorporating them into the TAPS software. These software modules currently reside in the Extended Multi-Segment Tracker (EMST) Work Station and the Sound Pressure Level Work Station (SPLWS). This requirement will be negotiated on a sole-source basis with Maritime Surveillance Associates, 39 Peterson Ln, Brunswick, ME, in accordance with FAR 6.302-1, only one responsible source and no other services will satisfy agency requirements. It is anticipated that this action will result in a Cost Plus Fixed Fee type contract. See Note 22.
