- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to Lockheed Martin Systems Integration (LMSI), Owego, New York. It is anticipated that this contract will be a five-year, firm-fixed price multiyear contract (or multiple year if congressional approval is not obtained) for the FY07 through FY11 (Lots 5 through 9) MH-60R air weapons systems. This procurement will include the supplies and services necessary to manufacture, productionize, and deliver the required number of MH-60R air weapons systems; incorporate deficiency corrections (hardware and software); support sustaining engineering for the development of engineering change proposals to cover technology insertion and obsolescence; maintain systems/project management; and provide logistics and engineering support, repair of repairables, MH-60R and MH-60S comman spares and provisioned items, special tooling and test equipment, support equipment, and technical, administrative, and financial data. The government estimates that it will procure approximately 141 air weapons systems and plans to issue an Advance Acquisition Contract (AAC) for long lead material and associated efforts supporting this procurement. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? As the sole manufacturer and developer of the MH-60R air weapons system, LMSI is the only source with the knowledge, experience, and technical data necessary to produce and integrate the weapons systems in a timely and cost effective manner.
