- ****TIME OF PRE-PROPOSAL CONFERENCE CHANGED to 10:30a.m. [the rest remains the same]***** RFP# 06-REG2-PHIL-JCC COST PLUS INCENTIVE FEE PROCUREMENT The Department of Labor, Employment Training and Administration (ETA), Job Corps has a requirement for operating the Philadelphia Job Corps Center which is located in Philadelphia, PA. The contractor shall operate the aforementioned Job Corps Center which includes provision of academic, career & technical, social skills and career development training, and related support services for an estimated total of 355 students categorized as follows: 145 non-residential male students and 210 non-residential female students. The Contractor shall conduct Outreach and Admissions services in the local commuting area of the Philadelphia center to result in 205 male and 320 female arrivals at the Philadelphia Job Corps center. The Contractor shall provide Post-Center Career Transition Services annually for 400 graduates and 100 former enrollees separating from the Philadelphia Job Corps center. The successful contractor will operate the Philadelphia Job Corps Center with the services shown above for a two year period beginning September 1, 2006 through August 31, 2008. Additionally, the contract will include the Government?s right of three successive one year options. THIS PROCUREMENT IS FULL & OPEN. This procurement will be made in accordance with FAR 215-1 Alternate I which allows for oral presentations. Despite the allowance of oral presentations, written submissions will also be required. The written parts of the proposal are to be received at the Job Corps Philadelphia Regional Office at 170 S. Independence Mall West [The Curtis Center] Suite 815E, Philadelphia, PA 19106 by 3:00 p.m. LOCAL TIME on March 2, 2006 Approximate anticipated date for oral presentation is the week of April 18, 2006 RFP to be issued on or about January 6, 2006. In accordance with FAR 5.102(A) (7), availability of the RFP will be limited to downloading from the Federal Business Opportunity website.
