- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA), through the Program Support Center, intends to award a sole source simplified acquisition to JBG for the rental of parking spaces at 1 Choke Cherry Road, Rockville, MD. JBG is the building lessor, maintaining a contract with GSA to lease the space provided to SAMHSA for all operations related to their mission and that of Health and Human Services. Ownership and operations of the parking areas is the sole responsibility of JBG. Section 6.302-1(b)(1)(i), Part IV of the FAR states that full and open competition need not be provided when there is a reasonable basis to conclude that the agency?s minimum needs can only be satisfied by unique services from only one source or supplier with unique capabilities. Under these circumstances, JBG is the only possible provider of the required services as there is no one else responsible for the parking areas at the leased location.
