- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent under NOI6012. This NOI is not a small business set aside. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code for this acquisition is 811310 and the small-business size is $6.0. The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID) intends to procure preventative maintenance using Simplified Acquisition Procedures with FEI for a period twelve months for: Transmission Electron Microscope (EM), serial #?s: D260.2, D260.1, and D260. The Transmission Electron Microscope (EM) is required to examine laboratory specimens by direct and by immune electron microscopy to detect virus antibodies using negative staining procedures. This microscope must be capable of recording images and electron diffraction patterns near atomic resolution. This EM must remain as accurate as possible so that the findings made in the EM, allows the researcher to work at an optimal performance. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation Commercial Item; FAR 52.212.3 Offerors Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.204-7 Central Contractor Registration (CCR). The Government will award a firm fixed price purchase order that represents the best value to the Government, price and all other factors considered. In order to be considered for an award, offeror must have completed the online electronic Representatives and Certifications located at (http://orca.bpn.gov/) in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at (www.ccr.gov/) prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time (EDT), January 23, 2006 to Ms. Iris Johnson.
