Description

The Securities and Exchange Commission (SEC) will be issuing a Request for Proposal (RFP) pursuant to Sources Sought Announcement EDGARRFI102006, posted on 20 OCT 2005, to establish a new, performance-based contract for the ongoing support of the Electronic Data Gathering, Analysis, and Retrieval (EDGAR) platform. This solicitation is being advertised on an UNRESTRICTED basis using full and open competitive procedures. The proposed contract will be a Firm Fixed Price, Indefinite-Delivery-Indefinite-Quantity (IDIQ) type contract. The requirement will contain provisions for three (3) base years, plus three (3) one-year options. Performance is expected to begin on or about June 1, 2006. The applicable NAICS code for this acquisition is 541519 with a size standard of $23 million. The Government intends to issue the solicitation on the WEB only. No paper copies or CDs will be issued. The complete text of the solicitation is expected to be available NLT mid-January 2006 on http://www.FBO.gov. The solicitation number will be SECHQ1-06-R-0045. The closing date of this solicitation will be early March 2006, unless otherwise noted. It is the Offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award, located at http://www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888,227-2423, or via the Internet at http://www.ccr.gov. Contractors please note: Online Representations and Certifications Applications (OCRA) apply to this solicitation. With ORCA, you now have the ability to enter and maintain your representations and certifications (reps and certs) information via the Internet at http://orca.bpn.gov. You no longer have to submit reps and certs with your proposal; instead, this solicitation contains a single provision that will allow you to either certify that all of your reps and certs in ORCA are current, complete, and accurate as of the date of your signature, or list any changes. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all Offerors; to award the contract to other than the Offeror submitting the lowest total price; and to award to the Offeror submitting the proposal determined by the Government to be the most advantageous to the Government. The Government intends to award a single contract resulting from this solicitation to the responsible offeror whose proposal represents the best value to the Government.
