Description
NASA/MSFC has a requirement for the development of Loci Framework, Computational Fluid Dynamics (CFD) and Code Support for Loci-based numerical analysis programs. Development will involve Loci Framework, the Loci-CHEM CFD code, other grid generation programs and general verification and validation activities. NASA/MSFC intends to procure this work from Mississippi State University Engineering Research Center (MSU ERC). The reason for going to the above university is they are the developer and maintainer of the Loci-framework. MSU ERC also continues to refine the Loci-framework and is the most logical, cost effective and efficient source for performing development work involving the Loci-framework. Significant expenditure of effort is required to train a competent application developer to develop applications using Loci-framework. MSU ERC has been exploring concepts that further abstract the computer science details of programming within Loci, thus reducing the initial financial and schedule burden of initiating the use of Loci-framework. The Government does not intend to acquire commercial services using FAR Part 12, instead the Government will acquire these noncommercial services using FAR Part 15. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:30 p.m. Central Standard Time on January 20, 2006. It is the request of this office that offerors notify via email of their intent of submitting their statement of capabilities for this work by January 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All communications and capabilities/qualification statement shall be sent via email. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
