- NAICS Code: 511120 The US Environmental Protection Agency intends to negotiate for the Ground Water and Ecosystem Restoration Research Library located in Ada OK, on a sole source basis under the authority of FAR 13.106-1(b) with Elsevier Inc for the renewal of the following 2006 journal subscriptions: Advances in Water Resources, Chemical Health and Safety, Ecological Engineering, Geochimica et Cosmochimicia Acta, Geoderma, Journal of Colloid and Interface Science, Journal of Hazardous Materials, Journal of Hydrology, Organic Geochemistry, Soil Biology and Biochemistry and Water Research. The journals are required for highly specialized research conducted at the Ground Water and Ecosystem Restoration Laboratory. These subscriptions are available from the publisher of these journals, Elsevier Science and EPA market research indicates they are not available from other publishers; however, any firm believing itself capable of offering subscriptions to these journals to the EPA may submit technical documentation establishing the ability to supply these journals. The journal subscriptions will be accomplished under FAR Part 13, Simplified Procedures. The applicable NAICS code is 511120. Interested parties may identify their interest and capability of supplying these journal subscriptions. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Interested parties who wish to be considered must submit documentation to the office identified above referencing RFQ-OH-06-00050. Documentation must be received by Friday January 20, 2006 at 4:00 PM in order to be considered by the EPA. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
