Description
The Government intends to procure this requirement under Other Than Full and Open Competitive procedures utilizing Simplified Acquisition procedures, FAR 13.5. The Government intents to award a sole source contract to Cox Communication in Newport, Rhode Island for cable telecommunications services on Naval Station Newport. The contractor shall provide hard-wire cable telecommunications programming to various locations on the Newport Naval Station. The contractor shall provide comprehensive state of the art cable telecommunication services within the fence line of Naval Station Newport. The service shall be able to inject the Pentagon Channel, at lease two navy Informational channels and shall have digital capabilities. The current 450mhz network shall be upgraded to at least 1ghz so that the network shall have the scaleability to provide robust and broadband services. Locations of the jacks shall include working spaces, living spaces, pierside or dry-docks. The following is an estimated break out of the current cable TV connections: Working spaces jacks-169 each; BQ-503 each; and on demand cable outlets at Qs-335 (currently paid by tenants). The Request For Quote will depict the building number and the exact number of outlets. The resulting contract will consist of one base year and nine option years. The FSC code is S113 and the NAICS code is 238210. This office will no longer issue a hard copy of the Request For Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
