- NOTES: THIS AMENDMENT CORRECTS THE PREVIOUS ANNOUNCEMENT WHICH ANNOUNCED THIS AS A PRESOLICITATION NOTICE. THIS IS A COMBINED SYNOPSIS/SOLICITATION. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13.5 THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-06. The US Department of Interior, through its Franchise Fund activity, GovWorks, is issuing this solicitation, Number 0406RQ60754 as a Request for Quote (RFQ) on behalf of the US Department of Agriculture, Risk Management Agency. This contract will procure services to support the USDA with a comprehensive evaluation of the Actual Production History (APH)-based crop insurance program for American Upland Cotton (AUP) and Extra Long Staple (ELS) cotton. The evaluation should include but not be limited to APH calculations, transitional yields (T-yields), yield floors and cups, yield substitutions under yield adjustments (plugs), guarantees, and rate adequacy for insurable practices, types, and varieties. The resultant contract is anticipated to be Firm Fixed Price. Full and Open Competition.
