Description
Description: The Bureau of Reclamation intends to negotiate/award on a competitive basis a requirement for a contractor to execute a hydrology study. The purpose of the study is to produce a Geographic Information System (GIS) to be used for a hydrologic model representative of the numerous subbasins and routing reaches for the entire drainage area above the Central Arizona Project (CAP) Dikes known as Dike 1 and Dike 2 in northern metropolitan Phoenix, Arizona and Scottsdale, Arizona. This work should be similar in nature and complexity to the previous study for the areas above Dike 3 and Dike 4 which were produced as part of the Scottsdale Master Drainage Study. Part of the drainage basins above Dike 1 and Dike 2 are also included in the Scottsdale Master Drainage Study HEC-1 model. The hydrologic model software required shall be the U.S. Army Corps of Engineer's HEC-1. The HEC-1 model developed for Dike 1 and Dike 2 should be completely compatible with the Scottsdale Master Drainage Study HEC-1 input files. It is anticipated that the final HEC-1 model for Dike 1 and Dike 2 will contain several hundred subbasins to be compatible with the Scottsdale Master Drainage Study. The GIS shall contain all of the geographic, geologic, meteorological, and hydrologic layers needed to create the HEC-1 model. The HEC-1 model shall incorporate all applicable data and procedures currently used by Flood Control District of Maricopa County (FCDMC) for storm drainage and flood control projects in Maricopa County using FCDMC's Drainage Design Management System (DDMS). Contractors will have had to successfully complete multiple subbasin analysis for large areas and drainage networks in urbanized areas of northern Phoenix and Scottsdale metropolitan areas in Arizona. Contractors will also need to have completed drainage studies that have been submitted to and accepted by the cities of Phoenix or Scottsdale or FCDMC (Flood Control District of Maricopa County). Documented experience with HEC-1, GIS, FCDMC, and DDMS will be required. The estimated duration of the overall study is 125 work days. Any firm that believes it can execute the pending study is encouraged to obtain a copy of the Request for Quotation from the Contracting Officer. All contractors requesting a copy within 15 calendar days of the date of publication of this synopsis will be forwarded a copy of the Request for Quotation.
