Description
Headquarters, US Army Field Support Command (AFSC) is seeking possible sources of supply for the Fiscal Year (FY) 2007 through Fiscal Year 2011 acquisition of dye for colored smoke M18 grenades. Approximate quantities follow: 1) Dye, Mix, Solvent Green 3  FY 07  18,737 lbs, FY 08  33,868 lbs, FY 09  17,630 lbs, FY 10  14,416 lbs, FY 11  10,874 lbs (Total for FY 07  FY 11 = 95,525 lbs) 2) Dye, Mix, Solvent Yellow 33  FY 07  37,782 lbs, FY 08  63,748 lbs, FY 09 39,388 lbs, FY 10  44,289 lbs, FY 11  58,671 lbs (Total for FY 07  FY 11 = 243,878 lbs) 3) Dye, Disperse Red 9-Dextrin  FY 07  12,550 lbs, FY 08  22,533 lbs, FY 09 22,754 lbs, FY 10  21,619 lbs, FY 11  21,933 lbs (Total for FY 07  FY 11 = 101,389 lbs) 4) Dye, Mix, Violet Metric - FY 07  16,568 lbs, FY 08  18,047 lbs, FY 09  10,720 lbs, FY 10  9,620 lbs, FY 11  9,589 lbs (Total for FY 07  FY 11 = 64,544 lbs) Specifications applicable to this acquisition include: Dye, Mix, Solvent Green 3  MIL-D-3277E, Level B Packaging Dye, Mix, Solvent Yellow 33  DODD-51485A, Level B Packaging Dye, Disperse Red 9-Dextrin  MIL-D-3718C, Level B Packaging Dye, Mix, Violet Metric  MIL-D-3691D, Level B Packaging The dye characteristics must include: the average (or mean) particle size, the particle size distribution, and the percent of particle size that is less than 10 microns. The requirements for the particle size is a mean particle size of between 30 and 45 microns, with the total distribution having only one mode (single-peak distribution) and no more than 20% of total particle size distribution shall fall below 10 microns. One solicitation will be issued for all four dyes and will be subject to the Trade Agreements Act (Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.225-7021). First Article Testing (FAT) is required. Interested sources need to submit terms and conditions, delivery schedule for FAT, warranty, and cost estimates for budgetary purposes only. Also request you provide recommendations for the most advantageous delivery schedules to include monthly delivery of all four dyes. There is not a f irm requirement for these dyes. This is for MARKET RESEARCH ONLY. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The information you provide will only be utilized by AFSC in developing its acquisition approach for future requirements.
