- The Directorate of Contracting, Fort Leonard Wood, MO intends to negotiate and award a sole-source, cost reimbursement contract with the State of Illinois Department of Environmental Protection for technical support and regulatory oversight of the tr ansfer of the Charles Melvin Price Support Center, Granite City, IL from the US Army to the Tri-Regional City Port Authority. The North American Industry Classification Code (NAICS) is 923120. The determination to award without competition is based upon ov ersight of the transfer process being an inherent State government function, which can only be provided by the State of Illinois. This announcement serves as notice the government intends to solicit and negotiate with only one source under the Authority of Federal Acquisition Regulation part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance is from date of award through 30 September, 2006 with one option for continued support i n 2007. This is a simplified acquisition with a value of less than $100,000. This is not a request for proposals, but a notice of the Department of the Army's intent to issue a sole source award to the State of Illinois.
