Description
The Federal Railroad Administration (FRA) intends to award this procurement on a sole source basis to Union Pacific Railroad Co. (UP) to develop a screening process for both identifying and treating employees in safety-sensitive positions, that may suffer from a form of sleep disorder. UP?s approach to sleep disorder mitigation is unique due to their technical approach which (1) addresses the criticality of screening and treating employees for sleep disorders; (2) the need to ensure the involvement of labor officials; and (3) the opportunity for qualifying the magnitude of sleep disorder among a selected craft of employees. The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. This task is not a competitive Request for Proposal (RFP) and a competitive RFP is not available.
