Description
The U.S. Coast Guard (USCG), Maintenance and Logistics Command Atlantic intends to issue a firm fixed price contract for drydock repairs to the USCGC SHACKLE (WYTL-65609), a 65 foot B class harbor tug, at the contractor?s facility. The Coast Guard intends to issue this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. This procurement is geographically restricted from Eastport, ME to Manomet Point, MA with no open water transits. All interested small business may submit a quote, which shall be considered by the USCG. The Request for Quotations (RFQ) will be issued on or about 26 January 2006 with quotes due on 16 February 2006 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. The RFQ number will be HSCG80-06-Q-3FA278. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued as a 100% set-aside for small business. The government will award a firm fixed price contract resulting from the RFQ to the responsible quoter whose conformance to the RFQ will be most advantageous to the government, price, and other factors considered which will be identified in the RFQ. The government reserves the right to cancel this solicitation, either before or after the RFQ opening/closing date. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The home pier of the vessel is South Portland, Maine. The vessel?s availability is for forty-three (43) calendar days, starting on/about May 8, 2006. The scope of this acquisition is for drydock repairs of various items aboard the USCGC SHACKLE (WYTL-65609). The work will include, but is not limited to clean and inspect fuel tanks, clean sewage and grey water collection and holding tanks, straighten shaft, renew water-lubricated shaft bearings, remove, inspect and reinstall propeller, perform minor repairs and reconditioning of propeller, clean, inspect, and test grid coolers, preserve transducer hull ring, overhaul and renew valves, overhaul steering gear system, remove, inspect, and reinstall rudder assembly, preserve underwater body, routine drydocking, provide temporary logistics, preserve surfaces in forepeak compartment, renew hull plating, relocate Halon pressure switches, preserve port and starboard voids, install towing hawser stop, and renew half-rounds. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
