Description
On or about 18 January 2006, this office will issue Invitation for Bids for the construction of Flood Protection Project, East Boyer River, Denison, Iowa. Bids will b e opened on or about 17 February 2006. This solicitation is unrestricted and open to both large and small business participation. Contractors interested in inspecting the site of the proposed work should make reservations with Patrick Honan at 402-293-2566. The plan-in-hand is scheduled for Thursday, February 2nd at 9:00 a.m. Contractors will meet at the Contractor Access point at th e west end of 5th Ave South. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) Work includes construction along East Boyer River at Denison, Iowa, which consists of an earthen levee with floodwall, and a flood closure structure across Union Pacific Railroad tracks. The levee project will be approximately 5,900 linear feet of levee e mbankment, which includes approximately 56,000 CY of cohesive fill material, and approximately 6,500 CY of inspection trench excavation and material placement. In addition, there is approximately 500 linear feet of concrete flood wall, along with approxim ately 8,000 CY of miscellaneous excavation, 650 CY of topsoil, 4,000 tons of riprap, and 1,300 tons of levee surfacing, 2,400 SY of geotextile, 400 tons of bedding, a railroad closure structure approximately 100 lineal feet, which consists of a concrete si ll and caissons, along with metal closer panels. A masonry building is required for closure panel storage. Several drainage structures will be removed and/or modified. Several existing buildings will be removed and the project also includes clearing and grubbing, and seeding. The estimated construction cost of this project is between $1,000,000 and $2,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2005: (a) Small Business: 50.9% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business: 7.2% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 0.5% of planned subcontracting dollars*. (e) Hubzones: 2.9% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 450 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission o r update to ORCA. FedTeds is a web-based dissemination tool designed to safeguard acquisition-related information.
