- Description
- The Corporation for National and Community Service (CNCS), a wholly-owned Federal Government Corporation, intends to award a contract to a qualified vendor who can provide Simultaneous English-to-Spanish Oral Interpretation for six AmeriCorps*VISTA Pre-Service Orientations (PSO) in Austin, Texas. The trainings will be held December 5-8, 2005; February 14-17, 2006; April 18-21, 2006; July 18-21, 2006; August 22–25, 2006 and December 5-8, 2006. AmeriCorps VISTA is a federal program that places members in low-income communities to mobilize resources and increase the capacity of those communities to solve their own problems. Up to 20 participants will use the service on the above dates. The contractor shall provide staff on-site to perform simultaneous interpretation during presentations, workshops, and small group discussions. Translating equipment will be provided by CNCS. First day for two (2) hours in the evening (6-8); Second day for eight (8) hours (8:30 -12:30 and 1:30-5:30 with a break for lunch); Third day 8 hours as above with the possibility of another hour 5:30-6:30 for an optional session on child care that may or may not have Spanish speaking participants and Fourth day for 5 hours (8:30-11:30 and 12:00 – 2:00 with a quick break for lunch. All proposed prices must be inclusive. Each proposal must include the following information to be considered: 1) DUNS (Dun and Bradstreet) number. 2) Central Contractor Registration (CCR) confirmation. 3) Name of contact provided by vendor. 4) inclusive costs. Failure to provide all 4 items listed above will automatically disqualify you. You can obtain a DUNS and Register in the CCR at the following website: http://www.bpn.gov. Other items to be included in the proposal: 1) A brief description of prior on-site oral translation experience, by company and by translators 2) A statement of familiarity with the AmeriCorps*VISTA program 3) A statement of corporate capability 4) A description of translator personnel and their qualifications 5) At least three references that may be contacted ration,6) Price.. This is a best value procurement and evaluation of offers will be based on the following: Prior experience (including reference check); Qualifications of staff (staff experience and expertise); Price and Knowledge of AmeriCorps*VISTA. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation number is SWSC-37-06 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The provisions at 52.212.1, Instructions to Offerors (Commercial), applies to this acquisition. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. The following clauses apply to this acquisition: 52.212-4, 52.212-5, 52.222-21,52.222-22, 52.222-23, 52.222-41, 52.225-3, 52.232-34, 52.204-6, 52.204-7, 52.213-4, and 52.232-33. Proposals can be submitted by email from the person authorized to negotiate on behalf of the prosperer with the Government and sent to bhammond@cns.gov. If not submitted by email, proposal should be in writing, signed by a person authorized to negotiate on behalf of the proposer with the Government and sent to address in this announcement. Bids should be submitted, as described, no later than noon Tuesday, November 8, 2005. Any proposals received after the due date will not be considered.
