Description
BUDGET POLICY AND TREASURY ADVISORS The U.S. Department of the Treasury is competitively recruiting individuals to serve as Resident (long-term) and Intermittent (short-term) budget policy and treasury advisors to governmental officials in emerging economies. This recruitment is for assignments globally and significant international travel is required. For budget execution and treasury operations, advisors may assist in establishing/strengthening treasury functions, including developing new expenditure regulations, charts of accounts and other coding structures, and cash management systems. Knowledge of how the budget relates to other financial processes, such as debt, revenue and banking systems is useful. Advisors may also aid in the structuring of a governmental accounting system, integrated financial management systems and internal control systems. For budget development, advisors may participate in the creation of laws and regulations, the improvement of budget classification schemes, the incorporation of better forecasting methodologies into the budget process, and the implementation of new procedures and budget presentations. Qualifications: Applicants should be self-starters with a background in government budget or treasury processes at the federal, state or local level. A Master?s degree in public finance or related field is preferred. Overseas experience in developing countries, military, or other government service will be viewed positively. Proficiency in French, Spanish or other languages is also advantageous. Applicants must be U.S. citizens or U.S. resident aliens. Salaries and Benefits: Salaries are negotiated in accordance with program regulations, based on demonstrated salary history and the skills required. The salary ranges from $85,000 to $149,200, subject to January 1, 2006, cost of living adjustments (COLA). Successful applicants will be subject to a background investigation at the appropriate level. Overseas benefits are provided as allowed by federal regulations.
