Description
The U.S. Army Research, Development, and Engineering Command; Aviation and Missile Research, Development and Engineering Center; System Simulation and Development Directorate (SSDD) has a requirement to provide: (1) engineering and technical expertis e necessary for the design, fabrication, and testing of wind tunnel models and other test hardware, to include structural and electrical components; (2) support in the activities associated with testing articles in a wind tunnel or other aerodynamic evalua tion sites (to include pre-test planning; wind tunnel selection; wind tunnel model sizing, estimation of aerodynamic loads; run schedule development; coordination between the wind tunnel facility, model manufacturer and AMRDEC; pre-test report development; acquisition of run time at commercial and Government wind tunnel facilities; on-site support at the wind tunnel facility to include technicians and test engineers; wind tunnel balance calibration; post test analysis); and maintenance of inventory records of equipment and property, (3) database support (to include collating data from tests, simulations, and predictions into a format compatible with SSDD's Aerodynamic Analyzer System (AAS)); loading these data into AAS established data bases or creating new, AAS-compatible data bases; documenting new data in a form consistent with established AAS procedures; developing and implementing software programs, graphical user interfaces, and/or hardware and necessary interfaces as needed to improve AAS user efficien cy, to accommodate special data, and/or to aid in the analyses of aviation and missile systems or subsystems; (4) aerodynamic analysis in relation to aviation and missile system characterization, guidance, flight performance assessments, flight simulation, and analysis of trajectory perturbation effects using engineering level design codes and computational fluid dynamics; (5) and investigation of technologies, design concepts, and operational procedures in systems and subsystems as related to ballistics, a erodynamics, fluid dynamics, flight performance, and signature characteristics in support of current, upgraded, and future weapon and technology systems. The principle place of performance is Redstone Arsenal, AL. It is anticipated that this requirement will be a 100% Small Business Set-Aside, 5-year, Indefinite Delivery/Indefinite Quantity, Firm Fixed Price/Level of Effort for Labor, and Cost Reimbursement, type contract. Certain data relative to this requirement is restricted to US ONLY or Export Con trolled, Militarily Critical Technology. Therefore, participation at the prime and subcontractor levels is restricted to contractors possessing a final US facility clearance. See Note 1.
