Description
Notice of Contract Action. Edwards Air Force Base, CA has an additional requirement for a Flight Controls Systems Project to be added to an existing contract utilized by the USAF Test Pilot School on the Variable Stability Aircraft (VSA) Support Services Contract. Calspan Corporation, which own and operate the VSA, was awarded a sole source contract (FA9302-05-D-0007) for Variable Stability Aircraft Support Services on 18 Oct 2004. The Government?s additional requirements will include; contractor provided aircraft and familiarization training for USAF TPS students and staff members with various aspects of advanced flight control systems on a VSA aircraft. There is an attached Statement of Need that fully clarifies the requirement. Along with a contractor provided aircraft, contractor provided safety instructor pilots must meet the following qualifications: Letter of Authorization (LOA) from FAA or appropriate type certificate as required; Airline Transport Pilot (ATP) Certificate; Civil Flight Instructor (CFI) or prior military instructor pilot experience; current in aircraft as per Federal Aviation Regulation parts 61 and 91; qualified to instruct from left and right seats. The proposed contract action is for service for which the Government intends to solicit and negotiate with only one source Calspan Corporation, 4455 GENESEE STREET, BUFFALO, NY, 14225-1928, Phone: (716) 631-6807) under the authority of FAR 6.302-1 (a) (1). The North American Industry Classification System (NAICS) code is 541990 Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government?s requirement. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience; and (2) related projects and/or existing systems, etc. Interested offerors must provide adequate information describing their capability to meet the requirements stated above to this office by 10 Jan 2006. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time.
