One year with four option years to be exercised at the discretion of the employing office. Duty Location: 1 vacancy, Peshawar, Islamabad SOLICITATION NUMBER: PSC06011 (INL) SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant must be eligible to obtain a Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the Deputy Development Advisor under the supervision of the American Embassy, Narcotics Affairs Section Director. Key Requirements: ? U.S. Citizenship ? Background and/or Security Investigation required. Major Duties: A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Deputy Development Advisor reports to the Senior Development Advisor (SDA) in the Narcotics Affairs Section (NAS) Peshawar and in his/her absence to the NAS Director. The SDA reports to the NAS Director on counter-narcotics and border security activities, including related policy issues, in Northwest Frontier Province (NWFP). Based in NAS Peshawar, the Deputy Development Advisor assists with identification of requirements for programs and policy, provides technical advice, and provides updates on local developments, current activities and results of activity planning, implementation, monitoring and evaluation to the SDA and, as directed, Government of Pakistan (GOP) provincial officials. All these actions support the elimination of opium poppy cultivation and further the development of border security activities, including the identification and construction of border outpost sites and roads in remote and inaccessible areas. The incumbent shares supervision of the work of the NAS locally engaged staff located in NAS Peshawar. The Deputy Development Advisor identifies potential areas for additional funding that may be filled by other US and international donors working in counter-narcotics development activities in the FATA, such as UNODC, Asia Development Bank, IFAD, and USAID. Participates as required with the SDA in negotiating with host country officials in the planning, design, monitoring, evaluation and financial requirements for NAS counter-narcotics activities and border security programs in Pakistan, particularly the Northwest Frontier Province (NWFP)/Federally Administered Tribal Areas (FATA). Assists GOP provincial officials in the preparation and submission of program documentation, such as working papers for project approval committees (PAC) and project review boards (PRB), minutes of PAC and PRB Meetings, and other documentation concerning planning and financial reports, budgeting and requests for funding. Liaises, as directed, with UN and other organizations concerning their ongoing and planned advisory, institutional and monetary contributions to the counter-narcotics development programs and development programs in NWFP/FATA. Shares management with the SDA of a multidisciplinary technical assistance team assigned to the Peshawar office (24 senior/mid-level technicians, administrative staff and drivers) for the implementation, execution, monitoring and evaluation of NAS funded counter-narcotics development programs, and border security programs in NWFP/FATA. SPECIFIC DUTIES Oversees coordination of the annual poppy monitoring and eradication campaign in NWFP/FATA. Engages, as directed, communities on needs and prepares plans and recommendations for implementation of counter-narcotics development programs. Assists with the preparation of bilateral agreements for various counter narcotics and border security activities. Travels extensively to oversee project implementation, monitoring and evaluation in the FATA and to provide management oversight and technical advice and guidance to the project implementation staff. Prepares reports on the problems and progress of the programs for the GOP and NAS/US Embassy officials recommending corrective actions if required. Provides input to the SDA for annual budget exercises and other planning and programming documentation. Verifies expenditures for counternarcotics and border security programs in NWFP/FATA in close coordination with the NAS Financial Section in Islamabad. Prepares schedules and briefings and coordinates site visits as required for senior USG officials, including the Ambassador/Deputy Chief of Mission, as well as visitors from Washington. CONTINUING RESPONSIBILITIES Assists the SDA with preparation of policy recommendations to fully integrate development activities with planned voluntary reduction of opium poppy cultivation and where necessary with law and paramilitary activities to enforce the poppy cultivation ban. Advises GOP officials in the development of their annual work plans. Identifies and analyzes constraints to development activities and narcotics reduction in accord with USG policies, guidelines and regulations. Makes recommendations to the SDA with regard to periodic releases of advance funds for the implementation of specific key activities. Advises the SDA on overall expenditures for NAS Peshawar programs. Shares supervision of an agriculture technical staff in a systematic program to develop data for the preparation of the annual opium poppy acreage report for the poppy growing areas. TRAVEL Frequent travel is required, security permitting, to areas within NWFP/FATA and at times to other areas within Pakistan, as required, to coordinate and assist with the successful impl 2000 ementation of NAS programs. QUALIFICATIONS: MINIMUM REQUIREMENTS U.S. Citizenship Program Manager with minimum 5-7 years experience in managing and providing technical oversight for multi-sector development programs and in supervisory positions. Extensive knowledge of development activities, as they contribute to the reduction of opium poppy cultivation. Experience working overseas, particularly with other international donor agencies. The incumbent should have a good understanding of the issues involved in working in remote and inaccessible areas and the interventions necessary to make meaningful contributions to the border security efforts. A good understanding of the culture and sensitivity to the highly complex and politically sensitive region Pakistan would be an important asset to the successful carrying out of the incumbent??s responsibilities. The incumbent requires strong interpersonal skills. Excellent oral and written English communication skills. DOS-approved security clearance at the secret level. How You Will Be Evaluated: EVALUATION CRITERIA: 1. Knowledge of program management policies, concepts, practices, and principles in order to analyze and develop recommendations for program operations and objectives of the U.S. International Narcotics Control Strategy. The position requires strong management, drafting, analytical, and interpersonal skills and encompasses the major elements of program management, including resource management, analysis and reporting, coordination, and policy and resource formulation and execution. 2. Knowledge of embassy and consulate organization and complex interrelated activities, as well as familiarity with programs, organization, and operations of other USG elements involved in the counternarcotics and border security programs is desirable. 3. Knowledge of the political, economic and cultural environment of Pakistan and regional factors affecting the counternarcotics and border security programs is required in order to conduct analysis and evaluation of operations and develop alternative strategies. 4. Skill in applying complex fact-finding, analytical, and problem solving methods to evaluate programs and recommend appropriate course corrections. 5. Skill in oral and written communication to prepare and present complex analyses, recommendations and solutions, including reporting cables, speeches, proposals, and reports. 6. Demonstrated supervisory skills and experience in managing a large project or organization with many employees of differing skill levels and experience. 7. Past performance evaluation of applicant's ability to perform under the contract: In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant??s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
