- PSC Aviation UH-1N Program Manager Salary Range: $49,160-$72,442 Open Period: 12/29/05-1/28/06 Grade: FP 4 through FP 3 Position Information: Full-Time position not to exceed five years. One year with four option years to be exercised at the discretion of the employing office. Duty Location: 1 vacancy, Bogota, Colombia SOLICITATION NUMBER: PSC06012 (INL) SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate??s qualifications and experience against criteria stated herein. This PSC position requires a SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant must be eligible to obtain a Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant??s spouse or cohabitant may be subject to a background investigation. Denial of a SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the UH-1N Program Manager for the bilateral counter-narcotics program in Colombia under the supervision of the American Embassy, Narcotics Affairs Section COLAR Aviation Advisor. Key Requirements: ? U.S. Citizenship ? Background and/or Security Investigation required. Major Duties: A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. Incumbent must apply specialized and professional knowledge to oversee the operation of UH-1N aircraft under the DOS COLAR program in Colombia and at Multiple forward operating locations. Assignments include Analysis of all facets of operations and management that Function within an integrated program of diverse CN Missions. The incumbent is responsible for coordinating Recommendations from staff officers; consulting with the NAU COLAR Aviation Avisor, the NAU Senior Aviation Advisor And the INL/A Director of Operations regarding ongoing Projects. The position requires oversight of multi- National/multi-cultural aircrews on missions that include Air assault/air movement, force protection for aerial Eradication, aerial interdiction, and forward, area aerial Resupply, replenishment and sustainment activities. PURPOSE: The purpose of this personal services contract position is to provide an Aviation UH-1N Program Manager for the bilateral CN aviation program in Colombia. STATEMENT OF WORK A. Coordinate with the COLAR Aviation Advisor and Supervise the UH-1N Maintenance and Logistics advisor, the UH-1N Operations and Training Advisor and approximately 50 Contractor personnel; B. Provide both technical and operational oversight to the COLAR UH-1N aviation unit staff, and technical direction And management to contractor employees. Plan the work, set Or negotiate deadlines and completion dates, and review and Accept or reject final work. Assign work based on work Priorities, difficulty of the assignments, and capabilities Of the employees. Give advice and instruction to employees On both work and administrative matters. Identify Developmental and training needs, find ways to improve the Quality of work, and develop overall performance standards For both COLAR and contractor personnel; C. Develop, coordinate, organize, and implement Comprehensive operational systems and procedures for the Office of Aviation/COLAR UH-1N aviation unit. These Operational systems and procedures include, but are not Limited to, the Department of State (DOS) aircrew training Program, DOS aviation operations directives, DOS guide to Aviation training and standardization, DOS aircrew training Manuals, Office of Aviation standard operating procedures For CN operations in Colombia, and deployment operations Procedures in support of COLAR operations throughout Colombia; D. Develop air assault/air movement tactics and new Training procedures (through the contractor and the Office Of Aviation training/standardization staff) for the purpose Of enhancing the counter-drug mission in Plan Colombia. These tactics and procedures include, but are not limited To, night vision goggle operations/tactics, and armed Helicopter escort tactics/rules of engagement/aerial Gunnery in support of the CN mission in Colombia; and E. Collect, review, and disseminate data on aviation Tactics, techniques, and employment in support of the CN Mission of the Office of Aviation. Maintain constant Liaison with Office of Aviation; U.S. Department of Defense; DOS/NAS; other U.S. Government agencies; and the U.S. Federal Aviation Administration (FAA) to keep abreast Of current policies, procedures, and rules that pertain to Office of Aviation operations. MINIMUM QUALIFICATIONS: A. U.S. citizen, eligible for Department of State security Secret clearance; B. Knowledge of aviation aircrew training programs, to Include operating directives, training and standardization Publications, aircrew training manuals, and related Documents; C. Knowledge of employment of rotary-wing aircraft in a CN Operation, including capabilities, limitations and Techniques of employment of types of aircraft operated by The Office of Aviation; D. Extensive operational experience in planning and Conducting aviation and ground operations at battalion and Higher level military organizations involved in the Training and standardization of air crews, the tactical and Operational employment of aircraft in a high threat Environment, and the deployment of aircraft to OCONUS Locations; E. Knowledge of U.S. FAA regulations, including, but not Limited to, U.S. Federal Aviation Regulations (FAR) parts 1, 61, 67, 91, 135, 137, 141, 143, and 830; F. Possess Spanish Language ability at the Foreign Service Institute (FSI) r-2/s-2 level, or the Defense Language Proficiency test (DLPT) level 2/2; G. Be physically qualified to live in Colombia and to Engage in frequent in-country travel to remote locations; And H. Have knowledge and skill in the operation of desktop Computer word processing systems. REQUIRED SKILLS/ABILITIES: A. Formal training and/or experience in orchestrating Complex joint aviation and ground operations/training Activities involving battalion- or larger-sized Military/law enforcement organizations. Successful Completion of a military or law enforcement senior Officer/manager training program is desirable; B. Broad experience in planning and managing multi-million Dollar budgets, in the acquisition/procurement process and In advising Latin American military organizations regarding The integration of aviation and ground units in CN Operations; C. Knowledge of U.S. FAR is highly desirable; D. Certification as a FAA commercial pilot, rotorcraft Helicopter with instrument rating; qualified in the UH-1N Helicopter and possessing ten years of experience as a Rotary-wing pilot; E. Broad knowledge and experience in working with senior Representatives of Latin American government/military/law Enforcement agencies in the area of CN and drug eradication Programs. Experience gained as a U. S. Civil or military Foreign area officer (FAO) is desirable; F. Ability to perform assigned duties with a minimum of Supervision and to take the initiative as a self-starter; And G. Ability to deal with Colombian counterparts in a Program that is of extreme importance to the governments of Both our nations. SUPERVISION RECEIVED/CONTRACT ADMINISTRATION: A. The contractor shall work under the supervision of the NAS Aviation Unit (NAU) COLAR Aviation Advisor; B. The NAU COLAR Aviation Advisor, American Embassy, Bogota, Colombia, shall be delegated as the Government Technical Monitor (GTM); C. The GTM is authorized to act for the Contracting Officer in matters concerning technical clarification, Inspection and, after concurrence by the Contracting Officer, acceptance of contractor??s performance under the Contract, including preparation of receiving reports and Authorization of progress payments, when appropriate. The GTM will coordinate all work with the contractor and review Contractor??s performance at significant stages of its Development; and D. In no instance, however, shall the GTM be authorized to Alter and/or modify the specifications or the contract Terms and conditions, or waive the government??s Requirement, price, or other terms and conditions, as it is Only the contracting officer that can authorize such Changes in writing. GUIDELINES: Guidance is provided from Federal Government and DOS contracting and procurement regulations. Since these guidelines do not consider the operational Setting of Colombia, with its ongoing internal war, Constant physical danger and frequently remote sites where The NAU must conduct operations, the incumbent is required To demonstrate great originality, resourcefulness and Ingenuity. The incumbent will often need to initiate or Substantially modify methods and procedures, which could Result in significant program changes. SCOPE AND EFFECTS: Carrying out of assignments may involve extensive analysis and investigation in order to Detect and resolve problems that could impact adversely the effectiveness of future international narcotics control programs. PERSONAL CONTACTS: Contacts will be made with all lvels of host government personnel, particularly in the Colombian National Police (CNP) and the COLAR. Purpose of contacts: the incumbent serves as the nau Liaison with the COLAR regarding UH-1N aviation program Matters and, as such, must often employ persuasion, Diplomacy and cooperation to achieve usg goals. Language proficiency: The incumbent must possess Fluent spanish as noted above. The person selected for this position must be able to carry on technical and social conversations, as well as be able to take effective notes at appropriate times for subsequent report writing.
