Description
The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Centers (COAC) intends to issued a non-competitive modification to the existing purchase order number 263-MJ-513356, with William Rudman Associates, 30 Rutledge RD., Belmont, MA., 02478. Through non-competitive procedures William Rudman Associates, was issued a purchase order to continue to perform administrative investigation support services for the Office of Division of Blood Disease and Resources (DBDR). The purpose of the modification is to cover additional cost for the completion of the required services which is expected to end August 2006. This modification will allow William Rudman Associates to continue to conduct administrative investigations and prepare proposal for personnel action. The administrative investigations will require William Rudman Associates to continue to develop interview questions, travel to NIH to conduct interviews with witnesses, and teleconference with NIH officials throughout the investigation, prepare witness statements, and provide recommendations to NIH officials. Pending the outcome of the administrative investigations, should a personnel action be warranted, William Rudman Associates will prepare the document for NIH Officials. If a hearing is required, William Rudman Associates will assist the Departments legal representative in presenting the case. Considering that this is a continuation of an existing request an award to any other source would affect the NIH?s anticipated outcome based upon William Rudman Associates, knowledge in this on going requirement, and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.0M. The acquisition is being conducted under simplified acquisition and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
