Description
The Information Technology Acquisition Center (ITAC), within the Department of Homeland Security (DHS) Office of Procurement Operations (OPO), is pleased to issue this solicitation for the FirstSource program. This procurement is being conducted by the ITAC in cooperation with the DHS Chief Information Officer (CIO) and the DHS Component IT and procurement communities. This final solicitation replaces the draft issued on August 9, 2005. ITAC’s primary goal of the FirstSource acquisition is to establish a portfolio of IT commodity contracts that are available for use throughout the Department. The FirstSource Program will support the DHS goal of promoting a functionally integrated Department with standardized equipment consistent with the Enterprise Architecture (EA) initiative among the Department’s Components. DHS needs access to technological advances and new business practices as they occur that may increase productivity, efficiency, and/or reduce costs while leveraging DHS’s Department-wide buying power to obtain lowest possible prices. The FirstSource Program Objectives are to: 1. Maintain competitive prices for all offered IT commodity products by leveraging DHS buying-power by combining requirements on an enterprise-wide basis and through the contractor sponsored Dynamic Pricing Model; 2. Maintain continuous access to new IT technology consistent with the DHS Enterprise Architecture, as the technology is introduced to the commercial marketplace through the contractor’s commercial catalog; and 3. Meet DHS customer requirements for IT commodities, special delivery needs, and related services throughout the term of the contract. The method for accomplishing these objectives is to provide DHS with access to a wide variety of commercial catalogs for IT commodity products from multiple Original Equipment Manufacturers (OEMs). The resulting contracts will include, but not be limited to IT equipment and software, networking equipment, wireless technology, imaging products, voice recognition technology, on-line data reporting services for order, delivery, warranty, asset, and spend tracking, and associated services. The high level equipment descriptions are intended to provide sufficient flexibility to meet a comprehensive range of potential agency requirements. Specific equipment, delivery, and performance requirements will be defined in individual delivery orders that will be competed prior to their issuance. The FirstSource procurement is a 100% Small Business set-aside using NAICS Code 541519; the business size standard is 150 employees. FirstSource is a complementary program to the EAGLE program. EAGLE contractors may use FirstSource as a source for any equipment requirements in their task orders issued under EAGLE. The FirstSource procurement will result in multiple IDIQ contracts. Contract term is a two-year base period with three one-year options. The Source Selection will be conducted using a best value analysis. Evaluation factors for award will emphasize price, technical and management solutions, and past performance. Offerors will be required to propose their published, commercial IT commodity catalogs for any or all of the required products. Prices for products included in the offeror’ catalogs will be based on the offeror’ proposed Dynamic Pricing Model (DPM).
