Description
The Marine Corps Systems Command (MCSC) intends to issue a full and open, best value competitive solicitation on behalf of the Marine Corps Warfighting Laboratory (MCWL) to develop, integrate, deliver, and support the testing of a militarized concept demonstrator Unmanned Aircraft System (UAS). The UAS required is considered a Tier II system within the USMC Family of Systems (FoS) context. The Program of Record (POR) Tier II system is required for close range Joint and MAGTF support levels. The Tier II system is intended to enhance timely situational awareness and decision-making. The MCWL Tier II System is considered a concept demonstrator. This concept demonstrator will be used to investigate effectiveness when operated by the Ground Command Element (GCE), and will help evaluate, develop and refine Tier II MAGTF and FoS integration, mission and payload/sensor pairing, tactics, techniques and procedures. This UAS effort will be a test bed for experimental purposes to inform the Tier II UAS POR. This Tier II procurement will include a firm fixed price effort for an initial complete UAS with spares support, ancillary equipment (to include mission planning and post mission processing hardware and software), testing, production and preparation of associated documentation, technical manuals, and warranties. A time and material effort for technical support, field service support, refurbishment, repair services, maintenance service, and training will also be included. Options are also planned for additional systems, components, and support services through 2010. MCWL intends to provide this Tier II System to the Marine Expeditionary Force (MEF) for an Extended User Assessment (EUA) depending on the actual deployment schedule, preceded by all necessary NAVAIR flight certifications and Marine operator/maintainer training. The Tier II System shall be Technology Readiness Level (TRL) 7 or above. Enhancements to the Tier II System after contract award shall be accomplished via contractor and/or Government generated Engineering Change Proposals (ECPs). The solicitation will specify that the delivery schedule of the first Tier II System shall be within 120 days after contract award. Award will be made to the offeror who represents to the Government the best value based on Technical, Management, Past Performance and Price Factors. The contractor shall deliver a Tier II System consisting of a number of aircraft with mission payloads, ground control station with all necessary communication and data links, necessary launch/recovery ancillary equipment, a remote receive terminal, and a six-month spare parts block. The spare parts are required to support the Tier II System through acceptance test, two Limited Technical Assessments (LTAs), and an Extended User Assessment (EUA). For maintenance and sparing considerations, it is expected the Tier II System will operate for up to 300 flight hours per month, and the spare parts block shall support maintenance and repair parts based upon 1,800 flight hours within a six (6) month operating window. It is expected that the Tier II System have, as a minimum, significant Electro-Optical (EO) and Infrared (IR) detection capabilities. The EO sensor shall be capable of providing ?actionable intelligence? based upon human intent, (e.g., determine if an individual is carrying a rifle). Enhancements to the Tier II System will be by way of contractor and/or Government generated ECPs. Potential enhancements include, but are not limited to, sensor and payload development such as: Communication Radio Relay; Signals Intelligence (SIGINT); Electronic Attack (EA); Chemical, Biological, Radiological (CBR); Synthetic Aperture Radar (SAR); and Hyper-Spectral Imaging; and power plant development and integration (DoD single fuel initiative). Draft documentation will periodically be posted under solicitation number M67854-06-R-2012 for review and comment. A draft performance specification is currently posted in FEDBIZOPPS under solicitation number M67854-06-R-2012. Formal RFP release is planned on or about 09 January 2006. Proposals will be due 30 days after RFP release. Questions will be entertained up until 5 days prior to proposal receipt.
