Description

The Bureau of Reclamation, Upper Colorado Region, is soliciting for proposals for work associated with the Upper Colorado and San Juan River Basins Endangered Fish Recovery Programs. The NAICS code for this is 541710. This solicitation may be viewed at the following website: http://www.grants.gov. Contracts awarded under this solicitation will be issued pursuant to FAR part 13 and 35. The San Juan River Recovery Implementation Program (SJRIP) is a cooperative effort between federal and state agencies and water user groups. The goal of the Program is to allow water development to continue according to state and Federal laws while recovering two endangered fish species; the Colorado Pikeminnow and Razorback Sucker. The Program has identified actions needed to recover these endangered fish including: habitat management (e.g., flow modification), habitat restoration (e.g., fish ladders), non-native species control, and native species augmentation. All offerors are encouraged to examine SJRIP documents and guidelines. This Request for Proposals (RFP) will address SJRIP needs specific to Habitat Monitoring as identified in the Long-Range Plan. Proposals will be technically reviewed by the Program. SJRIP has identified specific needs in support of program goals and objectives and encourages offerors to sumbit proposals to address specific objectives. The specific objectives are described in the solicitation. This Request for Proposals may be cancelled at any time, and any and all proposals may be rejected in whole or in part if it is determined that such action is in the best interest of the Program. Technical and Budget Proposals will be accepted until 3:00 p.m., Mountain Standard Time, through February 17, 2006. Proposals received after this time will not be considered for award. Facsimile transmissions of proposals will not be accepted.
