- This is a SOLICITATION NOTICE for the anticipated construction of a complete aesthetic lighting system using Light Emitting Diode (LED) style light fixtures for the new Murray Pedestrian/Bicycle Bridge, existing Murray Lock and Dam structure, and the land area surrounding the Murray Pedestrian Bridge on the south bank of the Arkansas River. The USACE Little Rock District intends to initiate an invitation for bid (IFB).The project includes the installation of a new and complete LED lighting system, in cluding but not limited to, LED light fixtures, mounting poles and brackets, conduit, boxes, power and control conductors, control panels, communication equipment with antennas, surge suppression, and other accessories as specified. The lighting control s ystem shall be an intelligent programmable system using radio communications between master and pier control panels. Complete system acceptance testing, including mock-up and final installation testing, with multiple field photometric tests required. Con struction time is estimated to take approximately 270 days (includes lead time for materials) after the notice to proceed. Award of a Firm-Fixed-Price Contract to the lowest responsive and responsible bidder is anticipated. Award of this project is subject to the availability of funds. Funds are NOT currently available for award of this project. The estimated magnitude of w ork is between $500,000.00 and $1,000,000.00. This solicitation is unrestricted; all responsible sources may submit a bid which will be considered. The North American Industrial Classification System code is 238210 and the annual size standard is $12,000 ,000.00. Issue date for the solicitation will be on or about 23 January 2006 bids will be due on or about 23 February 2006. The solicitation is available on Compact Disk (CD-ROM) and provided free of charge. The solicitation will not be available in a printed pap er format; however, the Government reserves the right to revert to paper medium when determined to the in the Governments best interest. All bid bonds, and other documents required for the offer submittal, including amendments to the offer submittal, sha ll be in paper medium. Electronic medium for offer submittal documents and electronic/online bids will not be allowed or accepted.
