Description
1. The purpose of this amendment is to change paragraph 2.2.4 from ?The Erbil and La Basrah will be surveyed for VSAT installation only? to read ?The Erbil and Al Basrah will only have VSAT installation and service.? Solicitation Questions 1. Question: When bidding process end? Answer: Dec 31, 2005 2. Question: How can bidding vendors schedule site survey at NCMC. Answer: IRMO/PCO can arrange pre bidding site survey if necessary after obtaining site access approval from NCMC. IRMO/PCO can assist in obtaining NCMC approval from NCMC authority, provided bidder has viewed building drawing and read all SOW documents posted on www.rebuildingiraq.net. No site visit can be scheduled without first reviewing all the documents completely and bidder has very valid reason for the site survey 3. Question: How many severs is operated at NCMC building Answer: Please see section 2.4.6. 4. Question: How many VSAT will be installed? Answer: NCMC HQ 1 NCMC Basra office 1 NCMC Irbil office 1 See section 2.4.7 5. Question: What is the Bandwidth for the VSAT? Answer: Baghdad HQ: 2 Mbits Irbil Office: 1 Mbits Basra: 1 Mbits Dedicated & Non contested 6. Question: What will be VSAT link will be sued for? Answer: Internet Access - VOIP Traffic - Remote NCMC office data transfer and LAN login - Video Conferencing 7. Question: What is NCMC LAN? Answer: Review all document post it on the following web link http://www.rebuildingiraq.net 8. Question: What is the deliverable? Answer: The primary deliverables outlined in the scope of work are to be completed by the consultant prior to February 28. 9. Question: The number of key systems users that we would need to meet with to ensure a successful requirements definition. Key users include senior management, department managers, operations managers, NCMC personnel at HQ and Remote Office. Answer: The number of ?key? system users is approximately 150-500 users at HQ & IRBIL & BASRA office. 10. Question: How many employees will need to be trained to run the system? Answer: To be determined by NCMC 11. Question: Clarification on Subcontracting; do we need to identify subcontractors in the initial proposal? And what is the ?competitive procurement process? to add subcontractors later? Answer: NCMC Project requires that ALL subcontractors be identified in the initial proposals. Must be notified in writing and approve in advance of any subcontractors added to this project by the primary consultant/vendor awarded in this project. 12. Question: What are some of the usage numbers for the current system? Answer: The question is not specific enough to provide an accurate answer. 13. Question: How many vendors will be selected from the proposals submitted? Answer: There will be one contractor awarded for the complete the project as outlined in this RFQ. 14. Question: Is there a specific project methodology the state expects to be used? Answer: No 15. Question: How many firms are competing for this project? Answer: Cannot specify. 16. Question: Is February 28th a hard deadline? Answer: Yes 17. Question: Services required 80 and or 443 Answer: EB server, Internet Access and Secure HTTP & HTTPS and encryptions application 18. Question: Maximum number of servers expected Answer: (See SOW) 19. Question: Do you have a diagram of the Oracle web deployment? Answer: No. See SOW general NCMC website development appendix 20. Question: software is sold out in packs of number of licenses, how many licenses are required? Answer: See SOW software QTY 21. Question: I need detailed description on the exact items that you are interested in purchasing. Answer: See SOW 22. Question: Is the customer installing the vertical risers inside the main bldg? Answer: The vendor is responsible for all risers if it did not exist multi mode fiber shall be installed between core and other switches at different floor and cat 6 between all other end nodes 23. Question: Who is providing facility security? Answer: NCMC Security and FPS Facility force protection and Bidder own PSD after clearance with NCMC Authority 24. Question: Is there any Barriers? Answer: NCMC building have been transferred recently to NCMC these info will be forthcoming. 25. Question: Is there any Entry Checkpoints & Access control? Answer: Yes, NCMC security control access 26. Question: Does the bldg. have proper life support? Answer: Yes: Electric; water, and sewage 27. Question: Is there any time restriction for bldg. access? Answer: Yes, NCMC work Hours 9:00 - 14:00 PM Sunday thru Thursday any other work time has to be arranging by NCMC authority. 28. Question: Who is the POC for the remote sites and how will access to the remote sites be coordinated? Answer: With NCMC Authority 29. Question: When the Government inventories the project equipment, where will the equipment be secured? Answer: Bidder must provide security 30. Question: Who will my Technical Questions? Answer: Installers and integrators and NCMC IT staff 31. Question: When will the customer want to discuss the detailed requirements of the DB forms design and the web portal layout? Answer: AFTER & DURING System installation see Appendix General WEB development section for general details. 32. Question: There is no required a required Network Management System for Cisco, such as Cisco Works. Answer: All networks monitoring support is needed 33. Question: Is there a scheduled and authorized site survey, and if not, what do I need to do to arrange? Answer: If you have the need to do site survey IRMO/PCO will arrange site survey after obtaining NCMC approval). 34. Question: What is the expected implantation schedule versus the operational readiness schedule? And, what are the expectations for the system to be fully operational with all database designs versus the system having voice, video, and data capabilities? Answer: The Voice, Video and teleconference feature and internet access shall be operational no later than April 2006, the DB and Web interface design and other network functionality shall proceed thereafter 35. Question: We understand that the SOW states that the implementation schedule is 15 March 2006; our intent is to determine the level of network functionality within that time parameter? Answer: VOICE, VOIP, TELECONFERENCE, LAN and Internet access through out NCMC LAN HQ and Basra & IRBIL remote office . 36. Question: Will there by any other Network node or services or servers that will be integrated with the LAN Answer: Yes, other services and application may be integrated with the LAN 37. Question: What are the min video conferencing requirements? Answer: Dedicated video conference equipment at each floor and one at each site, in addition to selected PC station in the building (TBD) 38. Question: Please specify the functional requirements of the Cisco 7206 equipment so that can determine how to configure these units. Answer: The functional requirements for configuration will be determined after source selection and technical review. 39. Question: Please specify the intended interfaces of the VOIP telephone system. We see that the system should support the 7970G and 7936 Cisco units and the Tandberg 1000 MXP. What other interfaces are required? What is the function of the Cisco Analog Interface module to POTS? Is a VOIP gateway required? If so what are the interfaces? Answer: VOIP will be the choice of the NCMC, it should interface with the Call Manager. 40. Question: Please specify the required functions of the MCS-7835-H1-IPC1 conference connection unit so that we provide the proper configuration unit. Answer: Video and Voice Teleconferencing. Basic functions.
