The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The government does not own data rights to this item and will not provide such data during the solicitation phase. The approximate issue date will be 23 December 2005 with a response by 15 January 2006.
