- This Sources Sought Synopsis is seeking to identify potential contractors and is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information submitted. This synopsis does not constitute an Invitation for Bid or a Request for Proposal, nor should it be considered as a commitment on the part of the Government. This follow-on contract is for sustainment and repair of the unique and specialized sensor system and airborne equipment installed on Open Skies OC-135B aircraft. The contractor would be required to repair and maintain the KS87 and KA91 cameras and magazines, trouble shoot malfunctioning cameras and magaziness, provide and maintain a hot bench (mock up of the sensor suite used to test and trouble shoot) and lab for cameras and the Integrated Data Annotation Recording and Mapping System (IDARMS) systems, upgrade, maintain and repair any issues associated with IDARMS, be able to access or acquire the data associated with IDARMS (please be advised that Northrop Grumman holds the data rights to the software for IDARMS), provide engineering support, program management, provide and maintain a warehouse in the Omaha, NE area, chair the monthly Failure Review Board, and have extensive knowledge of the Treaty on Open Skies.
