- SYNOPSITATION FOR MAINTENANCE OF SUBSTATIONS This is a combination synopsis/solicitation for commercial items as supplemented with additional information included in this notice. This item is prepared in accordance with (IAW) the format in FAR Subpart 12.6, announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation FA8601-06-T-0036 is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06 effective 31 Oct 2005 and Class Deviation 2005-o0001. North American Industry Classification System (NAICS) code is 237130 and the size standard is $28,500,000. The acquisition has one line item (0001), maintain Substations 444 and C including miscellaneous work as specified in the Statement of work at Wright-Patterson AFB, Ohio. The contractor shall furnish all equipment, labor and materials and shall perform all operations necessary to complete the work. The work is very specialized and requires specialized test equipment. Some specialized equipment to be used are the relay tester which is used for the testing of differential,and the relay checker overcurrent SR 71 or newer, a transformer Doble tester, a hi potential tester, and a 3 phase relay tester. It involves working around and on exposed 6,900 and 69,000 volt systems. The contractor must have extensive experience working on medium voltage systems and be familiar with both the OSHA and NESC requirements. Period of Performance will be 90 days after the date of the award. This proposed acquisition is a Full and Open Competition. This will be a Firm Fixed-Price contract/award.
